The Library Commission shall make all rules and regulations for the condueting and maintaining of the Pub- liec Libraries and shall have full power to expend for said purpose such funds as may from time to time be received by It. 4. As you know the Red Cross has been very active, the Ju- nior Chapter made a big contribution and ‘weo learned through the school authori- ties of the rneed of libraries in these is- lands and I brought that to the attention of the Association and the resuit was that five hundred books were sent down to the Director of Educotion, The As- sneiatior is willing to send books and will train native girls in modern methods. The parpose now is to rent buildings {or the libraries; a lady will be sent down and her time will be spent according to suggestions made by the Commission which is to be appointed, but before she comes she would like to know that there will be trained people to take care of the libraries. I am willing to answer any (&estion that may be asked on the ma:- ter. I thank you Mr. Chairman. So far as this Mu- nicipality is concerned this is a gift; there is no fnnds to be appropriated by the passage of this ordinance. Government having given consent 2nd Discussion closed. 4th Appointed Member [Blackwood] remarked: Mr Thairman. There seems to be no expression of opinion as to whether we should have these libraries here or not; they ecertainly wouid be addiuons to our island and we should be thankful for the offer. 4th Member for Frederiksted Country District [Fleming] remarked, Mr. Chair- man. [ believe the libraries will be a great help to the island, but wouldn’t the renting of the houses in which to estab- lish these libraries be an expense to the community. Ist Member for Frederiksted Town {Coulter[ remarked: Mr. Chairman. I think the members of this Council ought to realize that there is being offered to the community by the Red Cross a gift . which this community is badly in need of. Idon’t think we should hesitate to pass all the discussions on this matter today and before the vote is taken the Conncil should give a vote of thanks for the valuable offer. sth Appointed Member [Luaney] con- curred in the words spoken by the last speaker and furthermore said, - The Red Cross is doing very good work for these islands; it is really worth the while to go to the hospital and see there the good work that is being done. We should be exceedingly thankful to the Red Cross for what they are doing f{or us. Ist Member for Christiansted Town {Abramson) proposed a vote of thanks to the Red Cross. 2nd Appointed Member (Noll) pro- posed and it was put to' the vote and carried that 2nd discussion be closed. 2nd Discussion closed. . ist Member for Fraderiksted Country District (Anderser) Did not see why i was necessary to put this matter before the Couneil. 2nd Appointed Member [Noll] in re- ply to the last speak said, The Red Cross cannot establish libraries here without having some one to take care of them. Furthermore the member moved that 3rd Discussion come on today. It was put to the vote and carried that 3rd Discussion come on today. Government having given consent 3rd Discussion opened. 3rd member for Christiansted Country Distriet [Robt. W. Skeoch] We should support with all our hearts the measure for establishing the libraries here. With reference to the price charged for condensed milk to which allusion was made yesterday, it is now possible (o say that a careful investigation does not disclose any attempt to overcharge for the article. One of the leading merchants has shown by his invoice that he paid $lB for*a case of 48 tins of Borden’s con- densed milk in Frederiksted and it is also a fact that he is retailing it at 40 cents a tin which by no neans admits of even a fair profit. The brand in question is Magnolia and the same as that of which the ecalculation was made by our con- tributor in yesterday’s issue. When milk can be imported direet from the States or Porto Rico the benefit of the | sower price will be given, we are advised. OFFICIAL NEWS. May 14, 1920. On Wednesday evening at Gevern ment House Governor Oman gave = farewell stag dinner in honor of Cap- tain William Russel White, U. S. Navy, who leaves for the States early next wveek. Covers were laid for twentyv-four guests, among whom were included the " Governor’s staff, officers attached to the Naval Station and several civilians " from St. Thomas and St. Croix.
