I don’t want to oppose the Honorable last Speaker, but [ want to protest to one remark he made, and that is where he spoke of class legislation. Although this ordinance bears the signature of Ist Member for Frederiksted Country Dis- trict (Andersen) every one of us here in this Council is responsible torit. [ for one will not tolerate such a thing as class legislation as long as [ am a member of this Council ¢ The statementis unfair, I protest. : ! Ist Member ‘or Frederiksted Country District (Andersan) remarked: Mr. Chairman. 1 quite agree with 4th Ap- pointed Member (Blackwood) that it is very desirable to have all the roads in the island put in good order, but we can- not afford it at the present. The center line road is tne one road which most of the people use every day and it is in such a condition thac it needs first attention. I also agree with the Honorable Member in regard to the desirability of avoiding heavy addional taxation for chis purpose, but [ do not agree with him that this is class legislation. Ihis is nothing n2wv; it nas | been coming forward year after year. Today we are naving heavy irafic on the roads, more automobiles are in use on the isla.id and the ery is better roads. The member read Par. 28 of the Road Ordinance of 1884 regarding roads in 3t. Croix and said,—W2 nad differenct tratfic in the olden days. Ii we are to pro- l gress at all we must live up t modern | ideas and principles; we have instances | today, ,some of the factories are re- | placing their old nachinery with new. . If we find that our roads are not mod- . ern, we should do away with them and have good mnodern roads. It is ior that reason we are trying to establish a mod- ~ern center line. A remark was made .nat we are not acquainted with the building of con- crete roads. The Public Works Officar | and Mr. Sorensen went to Porto Rico ~ to consult with contractors and to i find out what is requirad; the contrac- | tors promised to come, but they nev- _er did; that fell through. We had a meeting here in the Council Hall, and t, was proposed to have a contrac- tor come down from the States, up to now he has not come. Since that it was proposed to have a concrete road on the center line, that fell through also; it was also proposed to get a stone crusher and a road roller and when it arrived the public could gzke it over, the whole proposition fell tnrough. 1 wish mem- bers would understand how the matter stands today, With regard to the amount necessary to-build the concrete road and the maintenance thereof, Mr, Pettigrew says that one hundred dollars will keep one hundred feet of road. If we were to have the road rebuiit with concrete, 1 myself would be glad because it would be less trouble for me. [lhe squatters are complaining that they are having great difficulties in transporting their cane to the factories. I feel that we should make every effort to have better roads on tne island for the benefit of all. The Road Department, since these is- lands were ceded to the United Diate- Government, has taken great interest I. the roads. With reference to repairs that have been done to the roads, the re- pairs done were within the limit of the amount we had on hand at that time. [ think, as already stated, 1t would be best to appoint a commiitee to consider the question which is before us today. It is not long sinece the tormer Public Works Officer tried to bring in a ne. road ordi- nance as the old ordinance has served its purpose, and the general outcome was to await the decision as tc reconstruct- tion of the Center Line Road. Ist Member tor Frederiksted Coun- try District (Andersen) remarked: olr, Chairman. Just one thing 1 forgot to mention. With regard to the oid ordinance, the Road, Commission nas been holding back (o see what would be done with the center-line.
