June 23, 2026 Mr. Dwayne Alexander Executive Director Virgin Islands Housing Authority 4800 Estate Tutu St. Thomas, U.S. Virgin Islands 00802 Re: Committee Hearing Invitation — Block I: “Aging with Dignity: Oversight of Nursing Homes, CMS Certification Readiness, and Senior Financial Protections in the Virgin Islands” Dear Mr. Alexander, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I formally invite you to testify during Block I of the Committee hearing scheduled for Friday, July 17, 2026, at 10:00 AM in the Earle B. Ottley Legislative Hall on St. Thomas. The Committee respectfully requests testimony regarding the Virgin Islands Housing Authority’s role in supporting senior housing, housing accessibility, infrastructure readiness, and coordination efforts impacting elderly residents throughout the Territory. Please be prepared to address the following: • Availability of senior housing and housing assistance programs throughout the Territory. • Current challenges impacting elderly residents seeking affordable or accessible housing. • Coordination between VIHA, DHS, healthcare providers, and long-term care facilities regarding senior placements and housing transitions. • Infrastructure conditions and accessibility accommodations for elderly and disabled residents. • Any planned projects, renovations, or initiatives aimed at improving housing opportunities and quality of life for seniors in the Virgin Islands. • Challenges related to funding, staffing, or federal compliance affecting senior housing programs. Please confirm your attendance and submit written testimony at least forty-eight (48) hours prior to the hearing.
