COMMITTEE ON BUDGET, APPROPRIATIONS AND FINANCE 09/26/2024-REPORTED OUT TO THE FLOOR W/CLOSED RULE 09/26/2024-REPORTED OUT TO THE COMMITTEE ON RULES AND JUDICIARY W/CLOSED RULE BILL NO. 35-0353 Thirty-Fifth Legislature of the Virgin Islands September 23, 2024 An Act providing an appropriation for the salaries and expenses of the University of the Virgin Islands and for other purposes in the fiscal year October 1, 2024 through September 30, 2025 PROPOSED BY: Senators Novelle E. Francis, Jr., Donna A. Frett-Gregory, Angel L. Bolques, Jr., Marvin A. Blyden, Dwayne M. DeGraff and Diane T. Capehart Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. The sum of $29,100,958, or as much as may be necessary, is appropriated 2 from the General Fund of the Treasury of the Government of the Virgin Islands to be transferred 3 to the University of the Virgin Islands Fund for expenditure by the University of the Virgin 4 Islands during the fiscal year ending September 30, 2025 for the purposes hereinafter named in 5 this section in accordance with the provisions of title 17 Virgin Islands Code, chapters 33 and 6 35. 7 (a) For salaries, including pay for regular and temporary employees; salary increases; 8 employer's FICA and retirement contributions; overtime compensation of hourly rated 9 employees; employee health insurance increase, books, magazines, teaching materials and 10 audio-visual supplies; equipment and supplies for offices, classrooms, laboratories, library, 11 student and faculty lodging; recreational and common rooms; dormitories; repair, improvement 12 2 and maintenance of the University campus and its buildings and other appurtenances; 1 contracted, outside services, such as legal, architectural, auditing and printing services; and 2 payment of other legitimate expenses of the University, including principal and interest of 3 bonds and notes in accordance with the provisions of title 17 Virgin Islands Code, chapters 33 4 and 35. 5 (b) For incidental expenses including travel expense and per diem of University 6 faculty, administrative and other employees, and members of advisory councils, boards and 7 overseers; family travel and moving expenses from other points of the Virgin Islands for new 8 staff members; and for the expenses of such conference and workshops as may be approved by 9 the Board of Trustees. 10 SECTION 2. To supplement the sums appropriated by this act, the Board of Trustees 11 may levy such fees for tuition, housing, food services, and the use of university-owned 12 buildings as may be reasonable and proper, devoting such fee income solely to the purposes 13 specified subsections (a) and (b) of section 1 of this act. The Board of Trustees may continue 14 to make every effort to secure gifts, grants and loans to the University of the Virgin Islands 15 from private individuals, foundations, and federal government agencies and to utilize such gifts, 16 grants, and loans for the purposes specified by the donor or lender. 17 SECTION 3. The sum of $1,800,000 is appropriated from the General Fund of the 18 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 19 fiscal year ending September 30, 2025, for the payment of debt service costs of the University 20 of the Virgin Islands. 21 SECTION 4. The sum of $300,000 is appropriated from the General Fund of the 22 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 23 3 fiscal year ending September 30, 2025, to provide matching grants for the Small Business 1 Development Center pursuant to title 17 Virgin Islands Code, chapter 33, section 474. 2 SECTION 5. The sum of $100,000 is appropriated from the General Fund of the 3 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 4 fiscal year ending September 30, 2025, for senior citizens' tuition, pursuant to title 17 Virgin 5 Islands Code, chapter 33, section 475. 6 SECTION 6. The sum of $100,000 is appropriated from the General Fund of the 7 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 8 fiscal year ending September 30, 2025, to the Community Engagement and Lifelong Learning 9 (CELL) Program for vocational education programs. 10 SECTION 7. The sum of $0 is appropriated from the General Fund of the Treasury of 11 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 12 ending September 30, 2025, for the Green Technology Program pursuant to Act No. 7222. 13 SECTION 8. The sum of $355,901 is appropriated from the General Fund of the 14 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 15 fiscal year ending September 30, 2025, for the University Bound Program, formerly the Upward 16 Bound Program. 17 SECTION 9. The sum of $0 is appropriated from the General Fund of the Treasury of 18 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 19 ending September 30, 2025, for the Senior Reserve Officers’ Training Corps Program. 20 SECTION 10. The sum of $300,000 is appropriated from the General Fund of the 21 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 22 fiscal year ending September 30, 2025, for the Academic and Cultural Awards Endowment. 23 4 SECTION 11. The sum of $0 is appropriated from the General Fund of the Treasury of 1 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 2 ending September 30, 2025, for the Social Work Program Accreditation. 3 SECTION 12. The sum of $100,000 is appropriated from the General Fund of the 4 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 5 fiscal year ending September 30, 2025, for the maintenance and security of John Brewer’s 6 Beach. 7 SECTION 13. The sum of $400,000 is appropriated from the General Fund of the 8 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 9 fiscal year ending September 30, 2025, for the Bachelor of Science in Nursing - St. Croix 10 campus. 11 SECTION 14. The sum of $150,470 is appropriated from the General Fund of the 12 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 13 fiscal year ending September 30, 2025, for the Virgin Islands Caribbean Cultural Center. 14 SECTION 15. The sum of $0 is appropriated from the General Fund of the Treasury of 15 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 16 ending September 30, 2025, for the Hospitality and Tourism Program. 17 SECTION 16. The sum of $0 is appropriated from the General Fund of the Treasury of 18 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 19 ending September 30, 2025, for the Agricultural Science and Aquaculture Program. 20 SECTION 17. The sum of $0 is appropriated from the General Fund of the Treasury of 21 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 22 ending September 30, 2025, for the Master’s Program in Social Work on the Albert A. Sheen 23 campus. 24 5 SECTION 18. The sum of $0 is appropriated from the General Fund of the Treasury of 1 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 2 ending September 30, 2025, for the Summer Bridge Program. 3 SECTION 19. The sum of $110,000 is appropriated from the General Fund of the 4 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 5 fiscal year ending September 30, 2025, for the Labor Force Scholarship. 6 SECTION 20. The sum of $150,000 is appropriated from the General Fund of the 7 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 8 fiscal year ending September 30, 2025, for the Congressional Scholarship Program. 9 SECTION 21. The sum of $250,000 is appropriated from the General Fund of the 10 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 11 fiscal year ending September 30, 2025, for the EPSCOR. 12 SECTION 22. The sum of $27,500 is appropriated from the General Fund of the 13 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 14 fiscal year ending September 30, 2025 for the Inclusive Early Childhood Education Program in 15 the School of Education. Inclusive Early Childhood Education Program student majors and 16 early care and education professionals will be engaged in a variety of professional development 17 opportunities to enhance and supplement courses offered. 18 SECTION 23. The sum of $75,000 is appropriated from the General Fund of the 19 Treasury of Government of the Virgin Islands to the University of the Virgin Islands in the 20 fiscal year ending September 30, 2025, for the Office of Self-Determination & Constitutional 21 Development. 22 SECTION 24. The sum of $175,000 is appropriated from the General Fund of the 23 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 24 6 fiscal year ending September 30, 2025, for the UVI Simulation Center Maintenance and 1 Supplies. 2 SECTION 25. The sum of $0 is appropriated from the General Fund of the Treasury of 3 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 4 ending September 30, 2025, for the UVI CELL Surveyor Program. 5 SECTION 26. The sum of $100,000 is appropriated from the General Fund of the 6 Treasury of the Government of the Virgin Islands to the University of the Virgin Islands in the 7 fiscal year ending September 30, 2025, for the UVI CELL Appraisers Program. 8 SECTION 27. The sum of $0 is appropriated from the General Fund of the Treasury of 9 the Government of the Virgin Islands to the University of the Virgin Islands in the fiscal year 10 ending September 30, 2025, for the Construction Manager Program. 11 SECTION 28. The sum of $1,000,000 is appropriated from the General Fund of the 12 Treasury of the Government of the Virgin Islands for the fiscal year ending September 30, 2025, 13 for the UVI Medical School Debt Service. 14 SECTION 29. There is appropriated from the General Fund of the Treasury of the Virgin 15 Islands for the fiscal year ending September 30, 2025 the sum of $1,000,000 for the UVI 16 Medical School Reserve Fund. 17 SECTION 30.
