Re-using this document
Records of the United States Government - 17 USC 105, and this is the one source where that citation genuinely applies (it does NOT reach territorial material). NARA also states rights per record in useRestriction/accessRestriction and those are carried into the catalogue per document. 'Restricted - Possibly' and 'Undetermined' are NARA CATALOGUING PLACEHOLDERS meaning unadjudicated, not prohibitions - NARA serves those files publicly, and refusing them cost the Truman Library's ten-part Hastie interview on the first run.

As you return to your "normal" lives, know that you have done a good thing by participating in the hurricane recovery process. You have touched many lives in the five weeks we have spent here. The projects we have completed are many and varied, just as the people we have helped. From the debris removal of a totally destroyed, and stench-ridden, trailer, to the cleaning of a small apartment of a"Ghandi-like" amputee, to the filing of Food Stamps certification forms, you have all shown brightly in this great team effort. You have all done the AmeriCorps name real good. Even as the future of the program is threatened, you have added another major victory to the AmeriCorps banner! Thank you for all you have given.
