GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission In re: ) ) The Virgin Islands Water and Power Authority ) Docket No. 654 Petition for Emergency Rate Relief of Electric System ) Order No. 26/2016 ) ORDER WHEREAS, on December 1, 2015, the Virgin Islands Water and Power Authority (hereinafter “WAPA” or “Authority”), filed a Petition with the Virgin Islands Public Services (hereinafter “Commission” or “PSC”) seeking Emergency Electric System Relief effective January 1, 2016, and continuing until permanent base rate increases are granted by the PSC; and base rate relief effective on bills issued on or after July 1, 2016; and WHEREAS, on December 15, 2015, the Commission met in regular session at both its offices on St. Croix and St. Thomas, United States Virgin Islands; and WHEREAS, the Commission had been urging the Authority to file a new rate case for a full year prior to the Authority’s Decembel, 2015 filing; and WHEREAS, the Commission had, effective July 1, 2015, moved the funding previously provided through the RFM within the Levelized Energy Adjustment Clause (“LEAC”) to base rates; and WHEREAS, upon review and deliberation the Commission voted to fund the leased temporary generator, identified as Unit 25, remains necessary to support reliability and continuity of service, and is authorized in the amount of 1.1419 cents/kWh; and WHEREAS, upon review and deliberation the Commission voted to continue funding of Unit 23 at the same rate currently in place which totals 1.8 cents/kWh; and NOW THEREFORE, the Commission ORDERS that the Commission fund the leased temporary generator, identified as Unit 25, remains necessary to support reliability and continuity of service, and is authorized in the amount of 1.1419 cents/kWh. FINALLY, the Commission ORDERS that the Commission CONTINUE funding of Unit 23 repairs at the same rate currently in place. NOW THEREFORE, the Commission orders the continuation of the RFM through base rates at a total level of 1.8 cents/kWh. So Ordered, For the Commission YL. Date: April 6, 2016 JohanrClendenin, Chair
