Connor, Nisky Moravian Church PROJECT BUILDING FOR THE USVI’S FUTURE Construction of the Multi-Level Transportation Facility at the Cyril E. King Airport, St. Thomas, U.S. Virgin Islands The management of the Virgin Islands Port Authority is thrilled to open the new Dale A. Gregory Transportation Center at the Cyril E. King Airport for public parking. The addition of 311 paid public spaces and nine accessible parking spaces will enhance the travel experience for passengers using the airport. Having a dedicated floor for taxis and other ground transportation, as well as a centralized car rental area will streamline the transportation process for travelers. The design of the 213,000-square-foot parking structure was developed by Kimley-Horn and Associates. The project was awarded via a competitive bidding process to AT Construction Solutions and began in March 2021. This project was funded through a combination of sources, including a significant hurricane recovery grant from the US Department of Commerce-Economic Development Administration and a local match provided by VIPA. This demonstrates collaboration between different levels of government and local stakeholders to bring this much-needed facility to fruition. The new transportation center is a valuable addition to the Cyril E. King Airport and will undoubtedly benefit both travelers and the local community. Groundbreaking Ceremony May 26, 2021 VIPA DIRECTOR OF ENGINEERING (RETIRED) Dale Austin Gregory began his career with the Virgin Islands Port Authority on November 11, 1983. He served in a multitude of capacities: Engineer, Senior Engineer, Assistant Director of Engineering, and Director of Engineering. He mentored and supervised a team of engineers in the St. Thomas/St. John district and in St. Croix . Mr. Gregory was the lead engineer and project manager of multiple major capital projects tha t ushered in the modernization of the airports a nd seaports of the USVI. These projects included but are not limited to the following: Construction of the Cyril E. King Airport Terminal and runway extension from 4,000 to 7,000 feet. Expansion of the Henry E. Rohlsen Airport Terminal and runway extension from 7,600 feet to 10,004 feet. Construction of the cruise pier and shopping center at the Austin “Babe” Monsanto Marine Facility in Crown Bay. Multiple airport runway and taxiway rehabs Construction of the airport tower in St. Croix, and new fire stations at both airports. Construction of the Urman V. Fredericks Marine Terminal in Red Hook Construction of the Theovald E. Moorehead Dock in Enighed Pond Loredon L. Boynes Sr. Dock rehabilitation Gallows Bay Dock rehabilitation DALE A. Abramson Marine Facility rehabilitation projects Mr. Gregory has been an inspiration for his dedication to his profession, and service t o the people of the U.S. Virgin Islands. He al so inspired his daughter, Allyson, to continue the leg acy of lead ing engineer ing innovat io n in the U SVI. All yson has been pub licly recog niz ed a s o ne o f th e top young engineering professionals in the territory. Dale is a proud graduate of Charlotte Amalie High School Class of 1972 and an alumnus o f West Virginia University where he obtained a ba bachelor’s degree in civil engineering in 1981. He retired from VIPA after 37 years of public service. He is happily married to Joycely n Hodge-Gregor y an d i s th e fathe r o f two daughters - Allyson and Aysha Gregory.
