CROIX, U.S. VIRGIN ISLANDS I. PROJECT DESCRIPTION A. Project Number — Project No. VI Q NH — E(8) was located along Market Street between King Street and Company Street in Downtown Christiansted on St. Croix in the U.S. Virgin Islands. This project was performed for the Virgin Islands Department of Public Works. B. Description of Work — The renovation of Sunday Market Square included the reconstruction of this section of Market Street, sidewalks with aesthetic bricks, and granite stone curbs and wheelchair ramps. The work also included the underground relocation of existing water, sewer, electric, and communication utilities as well as the transplantation of mahogany trees, storm drainage improvements, and the installation of architectural bollards and street lighting. The project also included reconstruction of the asphalt pavement in the intersections, and transition of the asphalt pavement to tie to existing pavement along King, Company and Market Streets, on both ends of the Square C. Environmental Considerations — The project received Categorical Exclusion on July 3, 2003. The State Historical Preservation Office also submitted the certificate of approval for project compliance with Section 106 on August 8, 2003. Also, the Virgin Islands’ Department of Planning and Natural Resources granted consistency to the Coastal Zone Management Program on July 15, 2003. Uf. PROJECT DATA A. Specifications — Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96 and Project’s Special Contract Requirements. B. Termini — The total reconstructed Sunday Market Square is a one city block section between the intersections with Company Street to the south and the intersection with King Street to the north. Also necessary pavement transitions were made along King, Company and Market Street in order to meet the new pavement in the square. Length — Mainline: 260 feet Intersecting & side streets: 740 feet Total: 1000 feet Width — Mainline: 21 feet Side streets: 23 feet Pavement Structure — Mainline was reconstructed using 2 %-inch brick pavers and 3-inch cobblestone blocks grouted on a 2-inch mortar bed over a 6-inch reinforced concrete base slab. The service road parallel to the mainline was reconstructed using 2 4-inch brick pavers grouted on a 1-inch mortar layer over a 6-inch Grading D aggregate base. On the intersecting and side streets all underground utility trenches were backfilled with flowable fill (lean concrete) mix. Existing pavement was milled to a depth of 5 inches and paved in two 2-inch lifts with Hot Asphalt Concrete Pavement. F. Structures — No major structures were constructed during this project. G. This modification also modified quantities on original contract items to reflect final quantities used. Net Contract Decrease = ($ 1,015.74). | No change in contract time. CM No. 4: This CM was issued to address additional work requested by the Virgin Islands Government and required to fit field conditions. The most significant items added to the contract under this modification included the storm drain system, restoration work, tree pits, reinforced concrete water crossing, and sidewalk brick joint sealer. This modification also incorporated final quantities of existing contract items, including the deletion of items for 12-inch pipe culvert and Type B inlet. Net contract increase = $ 252,512.84. No change in contract time. Significant Overruns and Underruns: Item 20302AE: Removal of Waterline — Most of the existing waterline was abandoned in place with the approval of the VI-DPW. The contract quantity underran by 406.50 linear feet or 81 percent. Item 20401: Roadway Excavation — The overall roadway elevation was lowered 5 inches to accommodate the historical well into the eastern sidewalk. The contract quantity underran by 359 cubic yards or 36 percent. Item 20101BA, Earthwork Geotextile, Type IIA — This separation geotextile was not used to increase bonding of reinforced concrete base slab and mortared paving brick layer. This design change was recommended by the Contractor and approved by the government. The Contractor was reimbursed for the cost of the material and delivery to VI-DPW storage site. The contract quantity underran by 620 square yards or 95 percent. Item 25803, Reinforced Concrete Retaining Wall — The existing retaining wali was structurally unstable and did not have any historical significance, so it was replaced in its entirety. The original contract quantity overran by 35 cubic yards or 140 percent. Item 30101ZN, Aggregate Base, Grading C or D, 6-inch depth — The increase in the width of the eastern sidewalk, to accommodate the historical well, resulted in additional aggregate base. Also, the original contract quantity was underestimated. The contract quantity overran by 695 square yards or 66 percent. Item 40101BC, Hot Asphalt Concrete Pavement, Class B, Grading C — Changes to underground communication and electrical utilities required the extension of paving areas. The original contract quantity overran by 62 tons or 30 percent. 10 Item 40101BED, Hot Asphalt Concrete Pavement, Class B, Grading E, Type 4 Pavement Smoothness — Changes to underground communication and electrical utilities required the extension of paving areas. The original contract quantity overran by 113 tons or 71 percent. Item 50101N, Reinforced Portland Cement Concrete Pavement, 6-inch Depth The narrowing of the main roadway from 24 feet to 21 feet was required to accommodate the historic well. As a result, the total area of roadway slab constructed was decreased. The original contract quantity underran by 169 square yards or 27 percent. Item 60103, Concrete (Wellhead) - This item was intended to compensate the contractor for building a replica of the historic well. This item was deleted since the replica was never constructed. A restoration of the original historic well was performed instead, and was incorporated into the contract under CM No. 4, Restoration Work. Item 60102H, 12-inch Pipe Culvert — This item was deleted. The redesign of the roadway to accommodate the historic well prohibited the use of this item for the roadway storm drain system. The contractor was reimbursed for the cost of this material (170 linear feet) and for delivery to the VI-DPW storage site under CM No. 4, Storm Drain. Item 60403EB, Inlet, Type 5B — This item was deleted. The redesign of the roadway to accommodate the historic well prohibited the use of this item for the roadway storm drain system. A redesigned storm drain system was incorporated in the project through CM No. 4. Item 60509, Sand — This item was deleted since the Contractor elected to use lean, flowable concrete mix as backfill for the communications and electrical trenches. Tiem 60704, Reconditioning Drainage Structures — This item was deleted, Most of the existing storm drainage system had to be removed in order to accommodate the historic well. The drainage structures were replaced with a new storm drain system. Item 60903AU, Stone Curb, Type 1, 12-inch Depth — This item overran by 113 percent. The changes to the road storm drain system allowed the installation of 12-inch stone curb instead of 18-inch (depth). Item 60903AY, Stone Curb, Type 1, 18-inch Depth — This item underran by 53 percent. The changes to the road storm drain system allowed the installation of 12-inch stone curb instead of 18-inch (depth). 11 Item 61101, Water System — The original contract item was deleted and replaced by a new water system item, which included all redesign and field adjustment work required to make the system fully operational. Item 61201, Sewer System — The original contract item was deleted and replaced by a new sewer system item, which included all redesign and field adjustment work required to make system operational. Item 61501D, Brick Sidewalk — This item overran 88 percent. The original contract quantity was underestimated. Aliso, the total area of brick sidewalk was increased when the eastern sidewalk was widened to accommodate the historic well. Item 61508D, Paving Brick — This item underran 25 percent. The roadway width was reduced to accommodate the widening of the eastern sidewalk. Also, the new storm drain system incorporated cast iron grates on most of the road gutter areas, which reduced the need for brick pavers. Item 63605G, Relocate Electrical Line — The original contract item was deleted and replaced by a new pay item Relocate Electrical Line that included all redesign and field adjustment work required to make the system fully operational. Item 63606LA, Conduit, 4-inch, PVC — This item overran 19 percent. The original locations of the conduit risers on King Street were relocated to safer locations. This required additional conduit length. Item 63801, Locate Utilities — This item overran 40 percent. The original contract quantity was underestimated. 2. Problems Electrical System The underground electrical distribution system had to be redesigned to include connections required to make the system operational, that were not part of the original contract. The new design also simplified the underground network of electrical conduits to improve the overall safety of the area during maintenance of underground utilities. Completion of the streetlight work, and the project, was delayed until the local utility company supplied the power and meter for the system. As this was beyond the contractor’s control, no liquidated damages were imposed. 12 Water System The relocation of the existing waterline required four resilient gate valves to connect to the water main, which were not included in the original contract. The new system also incorporated boxes and manifolds to allow for additional metered services to existing buildings with minimal disruption to completed work. Sewer System The relocation of the existing sewerline required the addition of a collection line for the eastern buildings and two new manholes to meet code requirements for the gravity flow system. Restoration Work The original project work included a Cultural Resource Investigation study, the reconditioning of an existing Danish-era culvert, and the construction of a replica of a Danish-era well. However, during initial demolition work, the Contractor discovered the remains of the original well. The Virgin Islands Government requested that this well be restored and incorporated into the final project layout. In order to accomplish this task, the eastern sidewalk had to be widened three feet; this required the narrowing of the roadway from twenty-four feet to twenty-one feet, curb to curb. In addition, the overall sidewalk and roadway elevations had to be lowered five inches. This required the removal of two-thirds of the existing Danish culvert as well as the redesign of the roadway storm drain system. The State Historical Preservation Office (SHPO) of the Virgin Islands allowed the removal of the culvert section but requested a Phase HI Total Data Recovery (Archeological Mitigation) study on the culvert, and the salvage of all bricks and cobblestones materials to be reused in the well restoration work. They also required the restoration of other historical elements of the area, such as the culvert outlet headwall and waterway, the retaining wall, and the delineation of the culvert headwall on the west sidewalk (inlet side). D. Recommendations — New and existing storm drain systems: The Market Street area receives a large volume of storm runoff from the south (Company St.) that should be collected before reaching the project site. Many upstream collection points of the aging system are not working properly. The same situation is true for the downstream drainage system. During the project we were able to clean a large portion of the existing gutter drain that extended within the project limits, but visual inspection revealed that the old system outside project limits was in poor condition. The VI-DPW should consider in future projects the reconditioning of the storm drain system in the town of Christiansted. E. Claims — There were no claims on this contract. 13 IV. Mr. Nielson has informed us that you are concerned about the replacement of a light pole on the above subject project that was recently damaged by a reckless driver. Mr. William Taylor of the St. Croix Foundation has informed us that they are leading the effort to have this pole replaced. The Foundation has already contacted Tip Top Construction who has ordered the required replacement parts. We are informed that the motorist’s insurance company may cover materials and repair work costs. Since all project work has been completed, we are in the process of closing the contract. To facilitate this process, we have requested that a letter of final acceptance be forwarded to our office.
