THE TERRITORY OF THE VIRGIN ISLANDS; and THE VIRGIN ISLANDS POLICE DEPARTMENT, Defendants. ) ) ) ) ) ) ) ) ) ) ) ) ) Civil No. 2008-158 VIPD’s JULY 2024 STATUS REPORT COME NOW the Virgin Islands Police Department and Territory of the Virgin Islands (collectively, “VIPD”), by and through the undersigned counsel, and hereby submit the July 2024 Status Report, as ordered by the Court. VIPD continues to work diligently, in coordination with the USA and the Independent Monitoring Team (IMT) to move paragraphs 37, 64 and 71 of the Consent Decree (CD) from partial to substantial compliance. During this reporting period, VIPD continued to make strides in that regard. VIPD developed an accountable protocol for closing 2016 use of force cases affected by the ransomware attack and the 2017 hurricanes. …
