Item XIII, No. 6 on the Budget for the Municipality of St. Croix, 1919-20 be paid to his widow Mrs. Marger-t Alicia Joseph. Introduced by 2nd Member for Christiansted Town (Canegata). Colonial Council Bill No. 19. 2nd Session 1919 1920. RESOLUTION. Be it resolved by the Colonial Council Sfor St. Croix in session assembled. That the unexpended portion of the pension granted former Teacher Alex. Joseph, Sub Item XIII,No. 6 on the Budget for the Munici- pality of St. Croix, 1919--20, be paid to his widow Mrs. Margaret Alicia Joseph, payable from the date of the death of the late Alex- ander Joseph. In introduc- ing this resolution in favor of Mrs. Alexander Joseph, Honorable Members are evidently aware that this is no new expenditure as the money asked for has already been appropriated to t e widow’s husband, the late Mr. Alexander Joseph. The late Mr. Alexander Joseph who receivea this pension on his retirement from the Communal School, after some- what over thirty years of service, died lately and is survived by his widow: Mrs. Joseph, I think, labored along with her husband as Assistant and Sewing Mis- tress at Peter’s Rest Schcol for practi- cally a life time, and now having n means of support, and when through poor health and age she is unable to earn a decent livelihood, I think it is only right that her peition addressed in the tenor of this Draft should receive our earnest consideration. [ th refore take pleasure 1n presenting to you this Reso- lution on behalf of one whom 1 consider to bea most worthy and deserving ap- plicant. 3rd Member for Christiansted Couniry District [Robt. W. I know Mrs. .Joseph and her husband have given distinguished service to this community and for that | Mr. Joseph has been docorated with the ’ Silver Cross of Dannebrog. Ido not be- lieve there is any other teacher on this island that has labored more conscienti- ously than Mr. Joseph and his wife, and I think it but slight recompense to give | her the pension asked for. i It was then put to the vote and carried | that the Resolution be furthered and | passed at one discussion. | No one requesting the word further, | the Chairman closed the discussion and | the Secretary (Canegata) read the Reso- } lution and the Chairman put same to the | vote. : It was unanimously adopted. | The Chairman’then gave a recess of 15 | minutes 1 After recess the Council reassembled | and the Chairman asked members to pre- | pare their voting tickets for a Committee | of five members and remarked: The | committee appointed- to report on Bill No. 17, could, at the same time, be ap- pointed to report on Bill No. 18. ‘ There was no objection to the sugges- tion made by the Chairman. 11 voting ticke s were handed in. Elected were: 2nd Member for Fred- eriksted Town (Merwin), 2nd Appointed | Member (Noll) and 2nd Member for . Christiansted Town (Canegata) with 10 votes respectively, Ist Member for Chris- tiansted Country District (Stakeman) and 4th Appointed Memuer (Blackwood) with 9 votes respectively. ' Ist Membher for Frederiksted Town (Coulter) received3 votes, Ist Member for Frederiksted Country District (An- dersen) and 4th Member for Christian- sted Country District (Ramsay) received 2 votes respectively. [tem 4. Ceionial Council Bill Ne. 20. - Draft of an Ordinance, intrcduced by 2nd Member for Christiansted Town (Canegata), providing for a Hearse for the poor of Christiansted. Colonial Council Bill No. 20. 2nd Session 1919-1920. : DRAFT OF ORDINANCEH Providing for a Hearse for the Poor of Christiansted. , 1. That a horse and hearse or carriage part shall be provided to be used at the funerals of the poor and paupers and those who are un- able to otherwise provide necessary conveyance in Christiansted’s Town | and environments. 2. The care and control of the | above shall .be under the Prison Department who shall provide for and take care of the horse anu conveyance and maintain the same in an orderly manner. A 3. Applications for the use of the horse and hearse shall be made to the Chairman ot the Poor Com- mission of Christiansted who shall give the necessary instructions and see that the horse and hearse sare provided. As this Coun- cil’s Delegate to the Poor (Commission of Christiansied I have the honor of intro- duce to you the present draft of Ordi- nance. : The Clergymen of all the different de- nominations of Christiansted forwarced a joint petitien to the Poor Commission asking if a hearse or some other methkod could not be provided for the pau- pers and other poor persons instead of the common cart as at present. The Poor Commissian was thor- oughly in accord with the wishes of the peutioners, but considered t at as the funds at its disposal was provided for a somewhat specific purpose, and moie- over, as it had no method for carinz fer such a thing, the only way of gainirg tae desired end was as proposed in this Cr- dinance beiore you. 1 was t! eret. re re- quested to torward this Ordinarce which I now introduce with the endorsement of the Poor Commission and hope it will be fa}vnurably received by the Colonial ¢ ‘'oun- cil.
