I wouid like to suggest what appears to be a means of meeting the objections ofsthe Honor- able 4th Member for Frederiksted Coun- try District. As he has stated,fundament- ally, this ordinance is intended to help the squatters and parcelists, but it is impossible to consider direct loans to squatters, therefore the only alternative is to make the loan to proper.y owners and depend upon them to help the squat- ters. I therefore propose that atter the word ‘‘determining’’ 1n the second line of Paragrapn 3 insert the words ‘first, whether if made, they will accomplish the intent of this ordinarce.”” This will give the Municipal Committee the right to refuse loans to parties who are not going to assist the squatters, 4th Member for Fred:riksted Cauntry District (Andersen) withdrew his amend- ment,. 3rd Member for Frederiksted Country District (M. M. Skeoch) remarked: Mr. Chairman The ordinance is not con- sistent. It bars ‘the man that owns fifty acres, and yet we are talking about bringing the island to normaley. It is better to call the ehiid by its right name. Government Secretary (Zane): Mr, Chairman. The idea of inserting 200 acres is to exclude Bethlehem and the other factories. I would like to wmake a suggestion. In view of the former amendment offered by Government the words ‘‘or over 200 acres’’ may be strick- en from the ordinance in Paragraph 2. The former ameadment lodges with the Municipal Committee the necessary discretion which they can exercise with regard to the three large concerns this is intended to exclude. I{ that is done we would accompiish the desired result. 4th Member for [‘rederiksted Couatry District (Andersen) remarked: ,Mr. Chairman. That’s exactly what the Couneil voted down a while ago, What we must h-ve in the ordinance is a fimit. The am°n4ment introduced, by the Honorable 2nd Member for Frederik- sted Country District eovered that point. I am sorry he has withdrawn it. The Council went into conference after which Government’s amendment was put to the vote and unanimously adopt- ed. The Amendment proposed by 4th Member for Frederiksted Country Dis- trict (Andersen) was also put to the vote and carried. Amendment brought in by Govern- ment to the effect that the words, “First, whether if made, they will ac- compilish the intent of this ordinance, and sceond’’, be addad to the end of Paragraph 3 was also put to the vote and ananimous!y adopted. Paragraphs 4to 12 inclusive. Ne re- marks. Ist Member for Christiansted Country District (Jessen) brought in amendment to Paragraph 12 which he subsequently withdrew, 2nd discussion closed. With Government and the Council’s consent 3rd discussion opened. Amendment to the effeer that after the word “‘in’’in the sceound lire of Par. (b) be inserted *'l92s"°, and after the word ‘‘the’’in the flrst line of Par. (¢) be inserted ''19257 was brought in by Government and unanimously adopted. No one requesting the wordidrd discus- sion closed. The Seecretary read the ordinance in its amended form and the Chairman put sam = to the vote, It was upanimously adopted. The Chatrman remarked: The ordin- ance is adopted and goes to Government. 2nd Member for Christiansted Town (Canegata) remarked. Mr. Chairman. I desire to move that the committee of four men to assist in carrying eut the provisions of this Ordinance be appointed today in accordance with Paragraph 12 of the Ordinance. I believe you will need an ovdinance to transfer funds from the Reserve Fund to the Immigration Fund. 1 have a draft prepared. Government Secretary (Zane) remari- ed: Mr. Chairman.
