COMMITTEE ON BUDGET, APPROPRIATIONS AND FINANCE 11/14/2023-SPECIAL ORDERED TO THE FLOOR 11/07/2023-AMENDED AND REPORTED OUT TO THE COMMITTEE ON RULES AND JUDICIARY BILL NO. 35-0180 Thirty-Fifth Legislature of the Virgin Islands October 18, 2023 An Act appropriating $5,124,000 from the Community Facilities Trust Fund in fiscal year September 30, 2024, for the construction and site improvements of the Paul E. Joseph Stadium Project and requiring the Virgin Islands Department of Public Works to submit status reports of the project to the Legislature of the Virgin Islands PROPOSED BY: Senators Novelle E. Francis, Jr.,Javan E. James, Sr., and Donna A. Frett-Gregory by Request of the Governor Co-sponsor: Samuel Carrion Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. The sum of $3,329,000 is appropriated from the Community Facilities 2 Trust Fund in the fiscal year ending September 30, 2024, to finance the construction of the Paul 3 E. Joseph Stadium Project. The $3,329,000 must be expended as follows: 4 (1) construction of a press box/announcer’s booth $385,000 5 (2) construction for backs on bleachers $150,000 6 (3) construction of four additional camera locations 7 for the media $60,000 8 (4) installation a 750kw Site Generator $905,000 9 (5) addition of a camera platform at outfield for camera, 10 2 including roof, railings, and secure stairs $64,000 1 (6) installation of field and concession equipment 2 allowance $500,000 3 (7) change the outfield perimeter wall to concrete with 4 padding $1,265,000 5 SECTION 2. The sum of $1,795,000 is appropriated from Community Facilities Trust 6 Fund in the fiscal year ending September 30, 2024, to finance the site improvements of the Paul 7 E Joseph Stadium Project. The $1,795,000 must be expended as follows: 8 (1) change site lighting to solar $256,000 9 (2) addition of a lawn equipment storage under the Terrance 10 Martin Softball Field bleachers $90,000 11 (3) addition of a perimeter fence to enclose project site $375,000 12 (4) Conditional Letter of Map Revision 13 (CLOMR) Improvements $260,000 14 (A) 10-foot-wide drainage swale east side 15 (B) drainage swale west side 16 (C) concrete retaining wall east side 17 (D) additional site grading 18 (5) the design and addition of security cameras $50,000 19 (6) installation of sewer manholes at the Terrance Martin 20 Softball Field $90,000 21 (7) installation of a new duct banks for future fiber relocation $624,000 22 (8) design for camera connections at stadium and 23 media connection panel at the parking lot $50,000 24 3 SECTION 3. No later than 30 days after the enactment of this act, the Virgin Islands 1 Department of Public Works shall provide to the Legislature of the Virgin Islands the 2 following: 3 (1) project timelines that include a schedule of completion for the Paul E. Joseph 4 Stadium Project; 5 (2) a project budget that indicates use of all available and appropriated funding for the 6 project, not to exceed the budget amount; and 7 (3) bi-monthly project reports that include staffing reports, accounting records and 8 updated photos. 9 SECTION 4. The sums appropriated in section 1 and section 2 remain available until 10 expended. 11 BILL SUMMARY 12 The bill provides for the appropriation of $5,124,000 from the Community Facilities 13 Trust Fund in the fiscal year ending September 30, 2024, for the construction and additional 14 site improvements to the Paul E. Joseph Stadium Project.
