WMA leadership outlined recent actions taken to improve financial sustainability, including implementation of septage fees effective January 1 and the development of a comprehensive solid waste disposal fee assessment. WMA advised that a formal fee recommendation will be presented to the Commission within approximately sixty days, accompanied by public outreach to ensure stakeholder awareness and input. The Authority also reported on operational initiatives aimed at reducing illegal dumping and improving service delivery. Planned improvements include the cleanup and construction of convenience centers at Concordia, Mammy Jude, and Cotton Valley, pending completion of required remediation. WMA estimated that construction will take approximately four months once remediation approvals are secured. In the interim, WMA announced short-term measures designed to curb illegal dumping within thirty days, including temporary fencing, installation of surveillance cameras, and an increased enforcement presence. Authorization has also been granted to hire additional enforcement personnel to strengthen monitoring and ticketing efforts. The Commission received an update on discussions between WMA and Advanced Sustainable Technologies regarding land lease and service agreements connected to potential waste-to- energy or waste conversion projects. Project representatives reported that financing remains in place and that the proposed model relies on a combination of power sales, tax credits, and carbon credits. Plans were discussed to demonstrate the technology in South Florida before relocating the demonstrated equipment to St. John as a prototype. WMA and AST agreed to continue coordination and schedule follow-up meetings to advance outstanding agreements. WMA staff confirmed that fines collected through the court system are ultimately remitted to the Authority, though collection timing can vary.
