ACT NO, 7816 BILL NO. 31-0225 THIRTY-FIRST LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2015 An Act authorizing funding from the Communities Facilities Trust Account for the Horace Clarke Ballpark Project WHEREAS, the Paul E. Joseph Stadium and Terrence Martin Ballpark facilities in the town of Frederiksted, St. Croix, Virgin Islands are under demolition and reconstruction; and WHEREAS, children and adults are in need of facilities in the town of Frederiksted to practice or play softball and baseball; and WHEREAS, the nearest ballpark in the Frederiksted area is located in Estate Whim and is heavily used, and therefore, many people in the town of Frederiksted and surrounding communities are desirous of using the Horace Clarke Ballpark adjacent to the Arthur A.
