I have listened to the propo- nent of the bill as well as the Hon- orable Ist M:>mber for Frederiksted Town (Jackson). My opinion as re- gards legal holidays for St Croix is that they shouid be dealt with according to custom- We have been in the cistom ol ¢ lebrating the first da’ of Jaruary. (The speaker then pioceed d to review the list of holidavs) and sail this Ordin- ance gives the Governor authority to pro= claim other holidayvs. In my opinion, (1 may be wrong) but [ think that when it com+=s to American bhoiiday it should "be left entirely with the Governor as to whather he wants toisstue a proclamation to put them in eff'cet. 1 agree with the Honorable*lst Member for Christiansted Towr (Abramson) that Transtfer Day should be included 1o our list of hol days. As regards 4th July that is a different tlnz. Jhat da'e marks an historical event a:d is celebrated all over the Un ted States. As regards Labor Doy, American Labor Day has no significance for us. We have always been accus- tomed to celcbrate Novemoer 1, the day of tue organization of labor in St. Croix; Thanksgiving Day, this bill gives the Governor the right to proclaim that day as a holiday, and therefore | see no neces- sity to include it in the list of holidays. Raviewing the list of holidays observed 1t the various States and outlying posses- sions of the Union I find that Alaska has ill holidays, Arizona 13, Arkansas 14, Alabama 14. Nevada 14. I can name you several other States which have more holidays than we. InSt. Thomas the num- ber of holidays there exceeds oup. Fourth Council, First Session, Continuation of Ist discussion on Colonial Council Bill No. 8, draft of an Ordinance introduced by Ist Mem- ber for Frederiksted Town (Jackson) creating a special comsmission for the purpose of revising the Code of General and Special Laws for the Municipality of St. Croix, with Com- mittee Repor . The Report reads as follows: COMMITTEE REPORT on Coloninl Council Bill Ne. 8. Fourth Council, First Szssion 1923-1924- The Committee appointed by the Colonial Council at its meeting of October 15, 1923, to report on Or- dinance creating a special Com- mission to revise the code of Gen- eral and Specizl Laws for the Mu- nicipality of St. Croix met in the Colonial (‘ouncil Office on Friday, March 28, 1924, Member Jackson was elected Chairman, Your Committee recommends that instead of furthering the present Ordinance that the Colonial Council appoint a commiitee of five (5) members to point out and draft amandments to the sections in tie Code entitled *An Ordinance Pro- viding A «ompiled ‘Code of Gen- eral And Speeiat Laws For St. Croix and Altering, Amending, Repealing And Countinuing Existing Laws” which experience has shown need revision. On Auxust 24 of the same year His Excelleney, Governor Hough, addressed a letter to the Chailrinan of the Couneil. (she Coairman read the ietter) then remarked: | have read this latter only to show that this is not a rew matter. The bill was reintreduced in the Council on October 15, 1923, and at that time the Government Secrotary said that as the Governor had already expressed his views as being opposed to the original bill, Gov- ernment had no recourse except that it does not see its way towards forwarding the present draft. The bill was, aow- ever, sent to a committee on October 15, the com nittee met and has sent in its report which has been printed and circu- lated. It speaks for itself. To be continued.
