COMMITTEE ON GOVERNMENT OPERATIONS, VETERANS AFFAIRS AND CONSUMER PROTECTION BILL NO. 36-0097 Thirty-Sixth Legislature of the Virgin Islands May 19, 2025 A resolution commending the National Conference of State Legislatures (“NCSL”) on its 50th anniversary and recognizing the NCSL for its commitment to the legislative institution PROPOSED BY: Senator Milton E. Potter WHEREAS, the National Conference of State Legislatures was founded in 1975 and has 1 evolved during the past half-century to become the premier organization solely dedicated to 2 serving state and territorial legislators and legislative staff; and 3 WHEREAS, the NCSL was created from the merger of three organizations that served 4 or represented state legislatures and shared the belief that legislative service is one of 5 democracy’s worthiest pursuits; and 6 WHEREAS, the NCSL is a bipartisan organization with three objectives: to advance the 7 effectiveness, independence and integrity of state legislatures; to foster interstate 8 communication and cooperation; and to ensure states a strong, cohesive voice in the federal …

Potter WHEREAS, the National Conference of State Legislatures was founded in 1975 and has 1 evolved during the past half-century to become the premier organization solely dedicated to 2 serving state and territorial legislators and legislative staff; and 3 WHEREAS, the NCSL was created from the merger of three organizations that served 4 or represented state legislatures and shared the belief that legislative service is one of 5 democracy’s worthiest pursuits; and 6 WHEREAS, the NCSL is a bipartisan organization with three objectives: to advance the 7 effectiveness, independence and integrity of state legislatures; to foster interstate 8 communication and cooperation; and to ensure states a strong, cohesive voice in the federal 9 system; and 10 WHEREAS, our nation’s state legislatures are America’s laboratories of democracy 11 where emerging challenges have been continually tackled and where people from very different 12 backgrounds, representing very different communities, can come together and find common 13 ground; and 14 2 WHEREAS, the NCSL has facilitated the exchange of ideas, provided critical research 1 and information, and encouraged a rigorous review of complex issues confronting our 2 communities, states, and nation; and 3 WHEREAS, the NCSL strives to strengthen the bonds between America’s state 4 legislatures and the international community; Now, Therefore, 5 Be it resolved by the Legislature of the Virgin Islands: 6 SECTION 1. The Legislature of the Virgin Islands recognizes the National Conference 7 of State Legislatures for its superb leadership and its commitment to the legislative institution 8 and commends the NCSL on its 50th anniversary. 9 SECTION 2. In recognition of the NCSL’s 50th anniversary and its commitment to the 10 legislative institution, the President of the Legislature of the Virgin Islands, or the President’s 11 designee, shall present a perma plaque copy of this resolution to the NCSL at an appropriate 12 ceremony. 13 BILL SUMMARY 14 This resolution commends the National Conference of State Legislatures on its 50th 15 anniversary and recognizes the NCSL for its commitment to the legislative institution. 16 BR25-0641/May 15, 2025/GC 17
