This Day of 20 Owner Signature Notary Public SIGN LATE REGISTRATION AFFIDAVIT – INSTRUCTIONS REQUIREMENTS: This document must be notarized in order to process a waiver for late registration penalties. The vehicle owner must submit a valid, unexpired photo ID with this form. If a representative is submitting the form on behalf of the owner, they must also present a valid, unexpired photo ID. Supporting documentation (e.g., repair receipts or service invoices) should be included if applicable, especially to confirm the vehicle was inoperative during the unregistered period. IMPORTANT NOTICE: Under Title 20, Chapter 33, § 334 of the Virgin Islands Code: "The Director shall impose a penalty for late registration of vehicles equal to one-twelfth of the annual registration fee for each month that the registration is late. The Director shall promulgate rules and regulations consistent with the provisions of this section; Provided, however, that no penalty shall be imposed for late registration of a vehicle if the owner of said vehicle submits a sworn affidavit to the Director stating that the vehicle was not being operated during the period for which no registration was obtained and provide receipts as proof of work completed." TO AVOID FUTURE PENALTIES: If your vehicle becomes inoperative or will not be used, you must return both license plates and the registration sticker to the BMV. This officially places the vehicle “out of service” and stops late registration fees from accumulating.
