March 31 Approves Bill Renaming Hull Bay Road “Lorraine L. Berry Drive” U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. acted on 13 bills passed by the 36th Legislature in its March 18th Regular Session, includinga bill posthumously renaming Hull Bay Road in honor of Senator Lorraine L. Berry, and a bill appropriating $200,000 from the St. Croix Capital Improvement Fund to the Virgin Islands Department of Public Works for repairs to the Frederiksted Public Cemetery. Governor Bryan acted on Bill Nos. 36-0084, 36-0198, 36-0199, 36-0200, 36-0204, 36-0209, 36-0219, 36-0220, 36-0235, 36-0261, 36-0267, 36-0269 and 36-0271. Among the bills Gov. Bryan approved were: Bill No. 36-0209, an act amending title 23 Virgin Islands Code, chapter 10 to establish civil penalties for disregarding marine advisories and to create the Territorial Marine Safety Fund. Bill No. 36-0219, an act amending title 22 Virgin Islands Code, chapter 31 relating to the Virgin Islands Producer and Adjuster Licensing Act by modifying renewal provisions for insurance producer licenses Bill No. 36-0261, an act establishing a 15-business day amnesty to assist taxpayers and businesses recovering from the aftermath of Hurricanes Irma and Maria and Tropical Storm Ernesto by waiving penalties and interest imposed for the non-payment of taxes. Bill No. 36-0198 , redesignating the funding source for several entities and amending Act No. 9072 regarding the disposal of intoxicating cannabinoid products. Bill No. 36-0200, an act rezoning a portion of the Remainder of Estate Beeston Hill Bill No. 36-0267, an act rezoning Parcel No.19-2-111 Estate Smith Bay, Nos. I, 2, and 3 East End Quarter, St. Thomas, from A-I (Agricultural Zone) to R-3 (Residential-Medium Density); Bill No. 36-0269, an act granting a zoning use variance to Plot Nos. 24B and 240, Estate Body Slob, King Quarter, St. Croix to allow for a bus and passenger terminal; and Bill No. 36-0271, an act rezoning Plot Nos. 31-B, 32-B, 34-CA, 34-CAA, and 34-CB Strand Street, Christiansted Town, St. Croix, from R-3 (Residential-Medium Density) to B-1 (Business-Secondary/Neighborhood). Governor Bryan also approved Bill No. 36-0084, an act honoring and commending Alva Alphonse Swan also known as “Coach Tumba” for his significant contributions to the sport of basketball in the Virgin Islands and Bill No. 36-0220, an act honoring and commending former Senator Lorraine L. Berry posthumously for her decades of outstanding public service by renaming Hull Bay Road located in North Side, St. Thomas, the “Lorraine L. Berry Drive”. In his transmittal letter to Senate President Milton Potter, Governor Bryan thanked the Legislature for its favorable action on the nominations of Willard S. John, Leona E. Smith and Celestino A.
