COMMITTEE OF THE WHOLE/FLOOR BILL NO. 35-0339 Thirty-Fifth Legislature of the Virgin Islands September 18, 2024 An Act approving the First Renewal Agreement between the Government of the Virgin Islands and Cigna Health and Life Insurance Company for Group Medical Health Insurance; the First Renewal Agreement between the Government of the Virgin Islands and Cigna Health and Life Insurance Company for Group Dental Insurance; and the First Amendment to the Agreement for Group Medical Health Insurance between the Government of the Virgin Islands and United Healthcare Insurance Company PROPOSED BY: Senator Novelle E. Francis, Jr., by Request of the Governor WHEREAS, pursuant to title 3 Virgin Islands Code, section 632(a), the Health Insurance 1 Board of Trustees, with the approval of the Governor of the Virgin Islands and the Legislature 2 of the Virgin Islands, is responsible for establishing a health insurance plan for Government 3 officers, employees, retirees, and their dependents; 4 WHEREAS, two of the health insurance contracts will expire on September 30, 2024, 5 and one will expire on December 31, 2024; 6 WHEREAS, the Governor of the Virgin Islands has approved the three renewals of 7 health insurance contracts negotiated by the Health Insurance Board; and 8 WHEREAS, pursuant to title 3 Virgin Islands Code, section 633(b), a contract for health 9 insurance approved by the Governor must be submitted to the Legislature for the Legislature’s 10 approval; Now, Therefore, 11 12 2 Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. Pursuant to title 3 Virgin Islands Code, section 633(b), the Legislature of 2 the Virgin Islands approves the agreements listed in paragraphs (1) through (3) of this section, 3 which are attached to and made a part of this act, as Appendix A: 4 (1) FIRST RENEWAL OF GROUP MEDICAL HEALTH INSURANCE 5 AGREEMENT made and entered into October 1, 2024, by and between the Government 6 of the Virgin Islands, through the Health Insurance Board of Trustees, the Virgin Islands 7 Port Authority, the University of the Virgin Islands, the Virgin Islands Housing 8 Authority, Non-Profit Organizations defined as eligible by the Government, and 9 Frederiksted Health Care, Inc. and Cigna Health and Life Insurance Company; 10 (2) FIRST RENEWAL OF GROUP DENTAL INSURANCE AGREEMENT 11 made and entered into October 1, 2024, by and between Government of the Virgin 12 Islands, through the Health Insurance Board of Trustees, the Virgin Islands Port 13 Authority, the University of the Virgin Islands, the Virgin Islands Housing Authority, 14 Non-Profit Organizations defined as eligible by the Government, and Frederiksted 15 Health Care, Inc. and Cigna Health and Life Insurance Company; and 16 (3) FIRST AMENDMENT TO THE AGREEMENT FOR MEDICAL 17 HEALTH INSURANCE entered into January 1, 2025, by and between the Government 18 of the Virgin Islands, through the Health Insurance Board of Trustees, the University of 19 the Virgin Islands, the Virgin Islands Housing Authority, and United Healthcare 20 Insurance Company and its affiliates. 21 BILL SUMMARY 22 The bill approves the renewal of a group medical health insurance contract and a group 23 dental insurance contract that expire on September 30, 2024, and the renewal of one group 24 medical health insurance contract that expires on December 31, 2024. 25 BR24-1273/September 6, 2024/LMW 26 G35-082 27
