April 15, 1993, 1236 Strand Street Christiansted, St. Croix U.S. Virgin Islands Re: Four Winds Test Well Logs Dear Attorney Dema, Enclosed you will find copies of a description of a shallow PVC sump ("WO Well") installed and well logs for test holes drilled on Four Winds Plaza Partnership Property (Four Winds Shopping Center) by Caribbean Hydro-Tech, INC. (CRT) during 1992. WO Well was installed in the alley on the north side of the Splash and Dash Car Wash. MW 1-4 are shallow wells drilled to less than 30 feet around the northern, western and southern perimeter of the Tutu Esso Service Station. Deep Test Well #2 is located east of V.I Furniture. Christiansted , St. Croix USVI 00820 3/26/91 Re: Meeting at Tutu "Splash and Dash" Car Wash On March 21, 1991, Bruce Green and Ray Green of Caribbean Hydro-Tech , INC. (CRT) met with Rich Smith and the contractors for the car wash at the construction site. The purpose was to evaluate a zone of contaminated soil located approximately six feet below land surface at the northeast corner of the new cistern by removing a sample of the soil for analysis.. The contractors stated that on the previous Monday, they encountered an "oil saturated area" while excavating the cistern. The "oil" was oozing at a noticeable rate and "many buckets of oil" were removed. The Esso Service Station that borders the property was notified and an underground tank was reportably drained, which lessened the flow of "oil" considerably. The cistern was built and backfilled. On Thursday, March 21, the personnel from CRT visited the site and examined the "oil" saturated zone approximately one foot wide> still noticeable in the soil near the corner of the cistern, six feet below land surface and extending laterally for the full extent of the excavated area. A very strong petroleum odor was noted and any disturbance of the saturated soil increased the smell. Marcella Jennings of Caribbean Safe Water Laboratory was contacted to analyze soil samples. A hand auger was driven into the "oily" zone approximately 10 inches. The sample were placed in a sterilized jar , cooled and shipped for volatile organic chemical and hydrocarbon analysis. As of this date, no analytical results were available.
