BILL NO. 24-0071 TWENTY-FOURTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2001 To provide an alternative residential correctional program for youth between the ages of 18 and 22 convicted of offenses committed prior to their sixteenth birthday -.--—- WHEREAS, the seriousness and frequency of offenses committed by youthful offenders has been increasing at an alarming rate; and WHEREAS, existing methods of providing sanctions for such offenses have been singularly unsuccessful in either diminishing the severity of the crimes or limiting their occurrence; Now, Therefore, BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. (a) The Department of Justice, in consultation with the Department of Human Services, shall develop an alternative program of residential detention for youths between the ages of eighteen and twenty-two convicted of a criminal offense or delinquent act committed before having attained the age of sixteen.
