THE TERRITORY OF THE VIRGIN ISLANDS; and THE VIRGIN ISLANDS POLICE DEPARTMENT, Defendants. ) ) ) ) ) ) ) ) ) ) ) ) ) Civil No. 2008-158 VIPD’s APRIL 2024 STATUS REPORT COME NOW the Virgin Islands Police Department and Territory (collectively, “VIPD”), by and through the undersigned counsel, and hereby submit the April 2024 Status Report, as ordered by the Court. There now remain four outstanding paragraphs in the Consent Decree that must be brought into substantial compliance: one in the Use of Force provisions and three in the Management and Supervisions provisions. Of the 11 Use of Force provisions, paragraph 37 is the sole paragraph that has not achieved substantial compliance. Of the14 paragraphs in the Management and Supervision provision, paragraphs 64, 65 and 71 must now be brought into substantial compliance. …
