Brussels, Aug. 27th.- The usefulness of exchanging diplomatic notes over the reparations question has been exhausted. The Allied Governments have compleied their study of the prcblem and the time has arrived for resumption of direct conversations botween the governments. These are the conclusions of Belgium’s reply to the latest note frem the British Foreign Secretary. The vreply covers twenty five typewritten pages. While not indicating a time or piace for the con- ference it advocates, the B=lgian Govern- ment expresses the hope that, 1n as murh as neither M. Poincare nor Mr. Baldw:in seems hostile to the idea, direct negotia- tions on tle question, which has been greatly clarified by the documents ex- changed, shouid be scheduled as soon as p.ssible.
