ACT NO.6639 BILL NO. 25-0087 TWENTY-FIFTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2003 To honor and commend posthumously Franklin A. Powell, Sr., and name the Cruz Bay Park in his honor ---0--- WHEREAS, Franklin A. Powell, Sr., was bor on the island of St. John, U.S. Virgin Islands; and WHEREAS, Mr. Powell received his primary education at St. John’s Bethany School; and WHEREAS, Mr. Powell participated in the Civilian Conservation Corps (CCC) from 1932 to1935, where his first job was with the Bethany Schoo] Road Program; and WHEREAS, while Mr. Powell worked on the Bethany School Road Program during the day, he attended evening classes to study English, Math, Blueprint drafting aud other subjects to enhance his skills as a carpenter; and WHEREAS, Mr. Powell worked at the Arundel Company, where he helped build the military hanger, which later became the Cyril E.
