ACTNO, 7626 BILL NO. 30-0340 THIRTIETH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2014 An Act honoring and commending the Honorable Judge Raymond L. Finch (Ret.) for his service and dedication to the people of the Virgin Islands and naming the Supreme Court building on St. Croix, in his honor ---0-—- WHEREAS, Raymond L. Finch was born in Christiansted on the island of St. Croix; and WHEREAS, Raymond Finch grew up in what he calls a “typical extended Caribbean-West Indian family", with his mother, father, two sisters, one brother, grandparents, and great-grandmother; and WHEREAS, this strong family background inspired all of Finch's siblings to pursue professional careers; his brother is an engineer, one sister is a biologist, and the other sister is also an attorney; and WHEREAS, Raymond Finch attended public schools, eventually graduating from what was then known as Christiansted High School. on the island of St. Croix; and WHEREAS, in 1962, Finch received his undergraduate degree from Howard University. …
