Office of the Commissioner Thursday, October 9, 2025 PUBLIC NOTICE Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the public that the following St. Thomas Coastal Zone Management (CZM) Committee Meeting is scheduled for Tuesday, November 4, 2025, at 4:00 pm. This meeting will be held via the video conferencing platform Microsoft Teams. The agenda is as follows: Decision Meeting (testimony will not be heard) Decision Meeting for Federal Consistency Determination, CZM0030-24, has been submitted by the U.S. Amry Corps of Engineers for Savan Gut Phase II. The purpose of the project is to reduce flood damage to the Jane E. Tuitt Elementary School and the Central Business District in downtown Charlotte Amalie. The Savan section of Charlotte Amalie has extremely high runoff rates due to the steep slopes in the upper basin. The Savan Gut project area is in Charlotte Amalie on the south side of St. Thomas, U.S. Virgin Islands. …

Public Hearing (testimony will be heard) Public Hearing for Federal Consistency Determination, CZM0026-25, has been submitted by The Eastern Federal Lands Highway Division of the Federal Highway Administration (FHWA) in cooperation with the Virgin Islands Department of Public Works. The project proposes to improve Raphune Hill Road in Charlotte Amalie, St. Thomas by widening the existing two-lane road to four-lanes, flattening curves, constructing a vegetated strip and sidewalk on the westbound side of the road, relocating the Route 381 intersection and other miscellaneous improvements. All files are available for review on DPNR’s website under Federal Consistency and permitting sections or persons may visit the CZM office.
