Section 31.-The Juvenile Ciurts shall | have power to hold to answer to the Dis- | trict Court, any juvenile charged with | a felony, said juvenile to be tried by the District Court, and, 1f convicted, sen- | tenced, by said District Court to a reform schooi, also to arrange for the temporary | care of such juveniles, pending investiga- tion or judgment by the court. ; BOARD OF CHILDREN’S GUARDIANS. Section 32.-There is herehy created in | and for each wunicipality in the Virgin | Islands a board to be known as ‘'The | Board of Children’s Guardians,”” com- posed of the Government Attorney, the Director of Police and one woman citi- zen of 2ach Municipality. to be apvoint- | ed by the Governor. Each of said Board | of Children’s Guardians shall elect its | own chairman and Secretary, and shall have power to conclude arrangements with persons or institutions for the care ct dependent children. Section 35.—Hereafter the Police Judge shall succeed to the various commissions and boards of which the Judge of the Ordinary Town Court or police master isor was a member, and each Police Judge shall act as coroner within his distriet. Section 36.--This ordinance, when enacted and vromulgated shall, for re- ference purposes, constitute and be known as Chapter One of Title Ope of an ordinance entitied '‘An Ordinance Establishing and Declarinz the Organi- zation of the Judiciary and Educational Departments of the Virgin Islands, ete.”’ which was enacted by the Colonial Coun- cil of St. Croix, May 25th, 1920. and sanctioned and approved ‘August Ist, 1920. Section 37.—Chapters One and Three of the Ordinance referred toin Section 36 are hereby repzaai=d. : Proposed by Government. Government Secretary (Timmons) in introducing the Ordinance said, —Mr. Chairman. In introduciug this Draft of Ordinance the Government is acting upon the request of the Bench and Bar, who feel that a change of Title 1 and 38 is desirable. 1 feel that Members of this Council will realize the need for this change in the Code. The Government is very muech interested in rthe proposed Ordinance. 2nd Appointed M:=mber (Noll) remark- ¢ : Mr Chairman. 1 might state that it is unnecessary to go into the history of tryirg to establish the Judiciary on this Island, that’s a matter that has been before the Council several times during the past four years. The present ordinance has been recommend:d by all the members of the bar, except one who does ot concor that there shou'd be on® judge for all the islands. 1 personally think now as I did two years ago that one jucd.: can ably and efficiently con- duet ai. of the Districi Court busi- ness that will ever exist on these three islands. We had last week a ierm of the ['istriet Court and it is already ciosed at Frederiksted; there were no cases pending, andI know that no jurymen wo= ampaneled, the business amounted to one day of Court in each town, which shows that, so far as efficiency and abi- lity goes, one man can travel the cir- cuit of this Court. This draft provides for a Commissioner whe will have power to do routine matter during the absence of the Jude; this is not new. I took the responsibility of not recommending the commissioner, but after observing the working of the new code of laws for a year, 1 thought the necessity would exist. As far as I can see, so far as the conduct of the Court is concerned, 1t 18 to be done speedily and efficiency. T[here are some remedies which call {or quick action so that when the commissioner 1s introduced, if the Judg~ is absent, and quick action is necessary, there will be a commissioner to aet betorve the Judge returns. As to the matter of costs, un- der the present oaganization the Judge, Clerk and Reporter is costing this Island Ten Thousand Two Hundred Doilars =« year, but by concentration it will cost each island half that amount. It seems to me while the efficiency will be equal, justice will. be dispatebed quickly. All the arguments 1 have heard today is economy, | might also add that this ordinance also calls for additional nota- ries public; mueh more notaries public are required; there was not great de- mand in the past for notaries, but today, the numbf]r of documents, when com- pared with two yeaas agois a hundred times more.
