THE admirable American custom of turning towards the closing of each year to Almighty God in vraise and thanksgiving for the many blessings tle has bestowed and the mercies He has shown should continue to be observed here. This year we have good cause to be thankful and to be glad. The star of peace that appeared a year ago is rapidly becoming fixed in the firmament of the na- tions of the earth due tothe long strides being taken by the treaty-making power towards the ratification of the treaty which lowered the curtain on the tragedy of the world war. The League of Na- tions, a guiding star to the harbor of perpetual peace, is looming up on the horizon. The coming oi peace leads us to the dawning of a new day for which we should be very graieful. With safe- ty in our humble homes from the pon- derous duties of war we are the better able to reap the cerops which it has been our good fortune to have spared to us from the eruel hands of draught and of hur- ricane. After turning away from the former duty in the military protection of our homes from the contemplated ravages of the enemy we may contentedly enter upon a constructive period with the up- buildingof institutions and municipali- ties. While giving thanks for the blessings bestowed upon us during the vear, let us ever remember to seek Divine for- giveness and mercy for all errors of act or purpose, and Divine guidance in the performance of the duties which remain to be performed, and to pray that in all we do we shall strengthen those ties of friendship and mutual respect which are so essential in the erection of a maunici- pal structure that is to redound to the credit of the builders. Wherefore, I, J. W. Oman, Governor of the Virgin Islands of the United States, do hereby designate Thursday, the 27th day of November next as a day of thanksgiving and prayer, and invite the people throughont the islands to cease upon that day from their ordinary occupations and in their several homes and places of worship to render thanks. to God, the ruler of nations. Owners of estates are to specify in writing the exact number of acres in su- gar cualtivatien, in cotton cultivation, in other cultivation and in p.sture. Also information concerning the buildings on the estate and the appropriation thereof, especially if there are rooms rented to other than laborers permanently employ- ed, and the length and width of said rooms and the rental thereof. If any portion of the land is considered to be useless, and yields no revenuve to the owner, the number of acres of such portion must be stated in the taxlist and a certificate on oath issued by the pro- prietor and two Burghers residing in the quarter, and furthermcre attested by the Quarter Officer, and delivered to the Comrmission. Owners of emowy lots 1n towr. are requested to fill out the taxlisis accurate- iy giving the informaricn desived in or- der that it may be ascertained if anv new buildinzs have been erected on the property during the year, aiso saailng the time when such buiidings were first occupied. OB- SERVED: Persons neglecting to prucure the information and proof dsscrio- ed by the regulation in the atove shape, time and place must ascrite to their own neglect 1l losses re- sulting’ therefrom. As several planters in the last years have neglected to meet at the fixed tine and place to deliver their taxlists, the Commission begs to announce that taxlists will not be received forany quarter, at any other time or place than abeve stated. In case persons neglect to deliver a taxlist for any estate in due time, the Commission will be- fore closing, the meeting assess the tax for said estate according to the best of its knowledge. Taxlists which are forwarded later to the Commission, will, together with a list of those estates that have omit ted to send inn their taxlists, be transmitted to the Government in .order that other measures be taken. Blanks for taxlists will be distributed some days previous to the meeting of the Tax Commission and are required to be accurately filled out by the parties con- cerned, and de:ivered to the Cox mission on the day which is fixed for each street in the town and each quarter in the coun- try. - %‘ax Commission for St. Croix, Novem- ber 25, 1919.
