COMMITTEE ON BUDGET, APPROPRIATIONS AND FINANCE BILL NO. 36-0068 Thirty-Sixth Legislature of the Virgin Islands March 28, 2025 An Act appropriating $5,000,000 from the General Fund of the Treasury of the Government of the Virgin Islands to the Virgin Islands Police Department for the purchase and installation of rapid-shutter motion cameras throughout the territory PROPOSED BY: Senator Avery L. Lewis Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) There is appropriated in the fiscal year ending September 30, 2025, 2 the sum of $5,000,000 from the General Fund of the Treasury of the Government of the Virgin 3 Islands to the Virgin Islands Police Department (“VIPD”) to be allocated as follows: 4 (1) $1,300,000 for the purchase and installation of rapid-shutter motion cameras 5 in the St. Croix district; 6 (2) $1,700,000 for the purchase and installation of rapid-shutter motion cameras 7 in the St. Thomas/St. John district; and 8 (3) $2,000,000 for the purchase, installation, and maintenance of data science 9 software and staff to integrate and modernize the Department’s crime data systems. 10 (b) The funds appropriated in subsection (a) remain available until expended. 11 (c) Fifty percent of the revenues generated from using the rapid-shutter motion 12 cameras in the territory shall be used by the VIPD to reimburse the General Fund and fifty 13 2 percent shall be used to fund the operations of the Real Time Crime Center operations, 1 established in title 3 Virgin Islands Code, chapter 15, section 263a, for equipment, 2 maintenance, salaries, and other related expenses. Once the General Fund has been reimbursed, 3 one hundred percent of the proceeds shall fund the Real Time Crime Center operations. 4 SECTION 2. Not later than 90 days after the installation of the cameras, the 5 Commissioner of the VIPD shall submit a report to the Legislature containing the locations 6 where the cameras were installed throughout the territory. 7 BILL SUMMARY 8 This bill appropriates in the fiscal year ending September 30, 2025, the sum of 9 $5,000,000 from the General Fund of the Treasury of the Government of the Virgin Islands to 10 the Virgin Islands Police Department (“VIPD”) for the purchase and installation of rapid- 11 shutter motion cameras with $1.5 million being allocated to the St. Croix district, $1.7 million 12 being allocated to the St. Thomas/St. John district, and $2,000,000 for the purchase, 13 installation, and maintenance of data science software and staff to integrate and modernize the 14 Department’s crime data systems. The bill provides that the revenues from the use of the rapid- 15 shutter motion cameras be evenly divided for the reimbursement of the $5,000,000 16 appropriation and funding the operations of the Real Time Crime Center operations until the 17 General Fund is fully reimbursed. Thereafter, 100 percent of the proceeds shall go to funding 18 the operations of the Real Time Crime Center operations. 19 The bill also provides for the funds to remain available until expended and for the 20 Commissioner of the VIPD, not later than 90 days after the installation of the rapid-shutter 21 motion cameras, to submit a report to the Legislature containing the locations where the 22 cameras were installed throughout the territory. 23 BR25-0479/March 4, 2025/PFA 24
