Phipps Racetrack and Horse Racing Initiative Fund Dear Commissioner Roberts, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify during an oversight hearing scheduled for Wednesday, November 19, 2025, at 10:00 AM at the Frits E. Lawaetz Legislative Chamber on St. Croix. This hearing will assess the operational status of the Clinton E. Phipps Racetrack and review the Horse Racing Initiative Fund, with emphasis on funding allocations, construction progress, regulatory hurdles, and support for local horsemen’s associations. Given the Department of Sports, Parks, and Recreation’s oversight of key infrastructure and programmatic elements of this initiative, your testimony is vital to help the Committee: • Understand remaining construction, regulatory, and logistical needs for the racetrack; • Clarify the availability and use of Horse Racing Initiative Funds; • Assess ongoing efforts to support and sustain horse racing in both districts. We ask that your department provide a financial and operational update and submit written testimony no later than Wednesday, November 19, 2025.
