Joseph Stadium Project Dear Director Rhymer, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I invite you to provide testimony at a critical oversight hearing scheduled for Friday, February 20, 2026, at 1:00 PM, at the Frits E. Lawaetz Legislative Chamber on St. Croix. This hearing will address the financial, administrative, and construction progress of the Paul E. Joseph Stadium project. The Committee aims to review the project’s trajectory toward its targeted December 2025 completion and explore any barriers to timely delivery. Given the Office of Management and Budget’s central role in appropriations and expenditure management, your testimony is requested to: • Present a comprehensive report on all historical appropriations and current expenditures tied to the stadium project • Clarify any recent budget reallocations or shortfalls that may have affected project milestones • Explain oversight mechanisms in place to ensure fiscal accountability and spending efficiency We kindly request that you submit written testimony and any supporting financial documentation no later than Wednesday, February 18, 2026.
