Vienna, Sept. 6th—(Associated Press): The National Assembly, by a vote of 87 to 33 today decided to sign the Peace Treatv. The Assembly however, pro- tested azainst the violation of Austria’s richt of free disposal of herself. The German Nationalists voted against sign- ing the treaty, while some members of the Tyrolese party abstained from vot- ing. The vote was taken after adoption without dissent of the Govt’s. resolution of protest presented by the Socialist house, declaring the terricorial clauses of the treaty violated grossly. the national claim to self determination and the basis on which the armistice was concluded. ‘“We raise once more our voices against a peace founded on brute force. As one man we decline the dividing up of our peoples into free and unfree, as is done by this treaty. We further declage éhat four million Ger- mans forced undér foreign rule, will for all time insist on self-determination as the only possible basis on which the mod- dern state may be founded’’. The reso- lution also declares that the ultimate union with Germany is an absolute ne- cessity and expresses the hope that when the hatred of the war dies down, this union will become consummated. It ends by placing responsibility for steeping Europe in revolution and confu- sion on the shoulders of the Entente and lo ks to the league of nations to repair the wrong done. Paris, Sept. 7th.—The Austrian dele- gation at St. Germain has informed the French peace ission that Dr. Karl Renner, head ofTh'e Austrian delegation, has been charged with signing the docu- ment. Dr. Renner is now on his way to Paris. His signature will be affixed to the treaty at ren o’clock on Wednesday morning. Huarried arrangements are being made for the signature of the treay at St. Germain on Wednesday. The cere- mony will be mich less formal than that at Versailles. Signing will take place in the sione age hall at St. Germain Cha- teau and much thesame procedure wili be foilowed as in the presentation of the original treaty to Dr. Karl Renner, last June in the san2ro xn. Rumania and Jugo- Slavia are uncertain, thesJugo-Savsare still negotiating and apparently anxious so ge. a reservaticn exempting Serbia and Montenegro frocm the minorities clause at least. China couid gain membershion in &e league of nations by signing the Austrian treaties, as efforts to get a clause into the Austrian treaty, preventing any pov-er from signing it which did not sign the German treaty, f'fl““‘d. 3 Coblenz, Sept. #th—Private Madsen of Sacramento Calr¥ was shot and killed vesterday by <eriian soldiers in the neutral 2zone, abo.t a mile from the Coblenz Bridechead. Madsen and pri- vate Balsinger of the Eighth Infantry had been on outpost duty, the two Ame- ricans were in the neutral zone. Bal- singer was taken prisoner by the Ger- mans and later turned over to the Ame- rican Provost Marshal and brought to Coblenz. The Germans conterd that Madsen fired at them, while Balsinger declared that it was the Germans that fired first. London, Sept.
