ACT NO, 76495 BILL NO. 30-0428 THIRTIETH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2014 An Act honoring and commending former Senator John Bell (Ret.) for his service and dedication to the people of the Virgin Islands by awarding him the Medal of Honor and by naming the Correctional Facility, located in Estate Golden Grove, on the island of St. Croix in his honor —-0--- WHEREAS, John A. Bell, Sr., the son of Isabella Christopher and Sydney A. Bell, was born on November 18, 1931; and WHEREAS, as a youth, John Bell did not have a father figure to inspire and guide him and was labeled as a chronic truant; and WHEREAS, John Bell attended various elementary schools in St. Thomas, such as Thomas Jefferson School, Abraham Lincoln School, George Washington School, Dover School and James Madison Schoo! before his mother begged the Department of Social Welfare to send him to a school for delinquent boys in order to save him; and WHEREAS, at the age of thirteen, John Bell was sent to the Calabash Boom School for delinquent boys on the island of St. …
