GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES DEPARTMENT OF HEALTH Office of Professional Licensure & Health Planning Requirements for the Practice of Massage Therapy in the US Virgin Islands  DLCA will license Massage Therapists as established for all health related businesses. As part of the licensing process, applicants must submit a health clearance letter signed by the Commissioner of Health to DLCA.  The licensee will be responsible for ensuring compliance with DLCA and DOH guidelines for operation of a business providing direct services to the community, where the nature of such service would have health implications for the protection of the health of the general public. The Bureau of Environmental Health must conduct an inspection as part of the licensing process and at any time as determined by the Environmental Health unit and/or the Commissioner of Health.  All massage therapists must be registered with the DOH. If functioning as an employee of an establishment providing massage therapy as a service, this will be the responsibility of the owner/operator.  All massage businesses must obtain a health permit annually from the Environment Division of the DOH, to be renewed.  All massage therapists must have evidence of completing at least three (3) hours of an HIV/STD training.  The minimum requirements for receiving a favorable recommendation from the DOH for Massage Therapy practice are as follows: 1. Possess a high school diploma or general education diploma (GED); 2. Completion of at least 500 hours of class work at a recognized massage school; 3. Completion of at least three (3) hours of an acceptable HIV/STD/AIDS training program; 4. Current certification from the National Certification Board for Therapeutic Massage and Bodywork (NCBTMB) Telephone: (800-296-0664 or 630- 627-8000) or passage of Massage & Bodywork Licensing Examination 866- 962-3926 (MBLEx) plus 15 CEUs annually). 5. Provide a copy of a police record if residing in the Territory less than two years. Please see other requirements listed on page 5 of the allied health application. 6. In recognition of the fact that many individuals may have been practicing for several years prior to the establishment of these minimum requirements, the national certification agency provides a portfolio review process.
