It has been, by a motion made and adopted carried over on the calendar. I move that the motion be d scussed. Government has received no repuest from the Chairman of "he (Colo- pia! Council for additional copies. 1. my me nory serves me right, (I will not go to memory, but will refer to the re- eords), twenty-five copies of the ordin- ance were sent to the Chairman of the Colonial Council on June 6, 1921 —more than two years ago. That is the record of the tax ordinanca. Ist Member for Frederiksted Town (Jackson) remarked: Mr. Vie:-Chair- man. That may be very well, bu. ..ould it be fair to my constituents to stand here and vote for a law affecting them and their property without allowing a portion of the people’s reoresent tive to acquzint themselves with the law? Government Secretary (Gaiffney) re- marked: Mr. Vice Chairman. Wnat | said, specks for irself. Ts any individual member wishes a copy of alaw which he does not possess, he should apply to the Chairman of the Council. Ist Member for Frederiksted Town [Jackson]: Ido uot think that it is the duty of membears to apply. The Chairman saqould furnish members with ecopies. | move for an adjournment. lst Member for Christiansted Town [Ahramson] remarked: Mr. Chairman. 105 | unersiand that the Tax Ordinance ®hich the people ol St. Thomas are cry- ing over is the same law that is being asked to be brought up beforz this C uncil today? Why, just take a look and see how dry the fields are and you will see that now is not the proper time to bring up such a law. We look upon our Government as our parent, but we cannot want them to crush us. Some of the people are now being poorly fed and cannot find work to sustain themselves, for this reason I do not feel justified to vote for more taxes at present. Os course the Government have the power to enforce the law if the Council refuses to pass it. "‘All that glit- ters is not gold.”” It is true that some money was made on this islard in 1920, but it aquickly returned from whence it came, and conditions today are worse than ever. 3rd Member for Frederiksted Country Distriet (M. M. Skeoch) would like to know whether the tax law is under dis- cussion. The Vice-Chairman: Yes, it is under first discussion. Ist Member for Frederiksted Town [Jackson]: Mr. Viee-Chairman. {I made a motten for adjournmeont. The Viece Chairman: | have heard no one second your motion. lst Member for Christiansted Town [Abramson] cemarked: Mr. Vice-Chair- man. [ have a copy of the law but| contend that now is not the proper time to bring up sucha law. It is our duty to supvort our Government, but just now we are not able to do so to the exteat of passing this draft of ordinance. T feel it is impossiole to put more burden on the tax payers. 3rd Member for Christiansted Town [Alexand:r]: Mr. Viece-Chairman as a motion for adgjournment is always in or- der I second the motion of the Honorabl» Ist Member for Frederiksted Town [Jackson] Government Secretary [Gaffney]: Do I understand that the Council is refusing to discuss an item which is on the order of the day. 2nd Member for Frederiksted Country Distriet [Curry] remarked: Mr. Vice- Chairman. This draft of ordinance has been before the Council for a long time and 2 Committee has studied it for a long time. What does the Council intend to do? Accept the Committee Report or not? The last time we met the majority of the Council was in favor of the Com- mittee Report and felt the draft with the amendments made could be accepted. 1 would like to he advised what this Coun- cil intends todo. I hope the draft will not be sent to annther Committee. Ist Member jor Frederiksted Country District [Andersen] moved that Ist dis- cussion on the d:aft be closed. There was some discussion as to whether the motion made by the Honor- able Ist Member tor Fredeiiksted Town [Jackson], seconded by 3rd Member for Christiansted Toan [Alexander) was in order, and the Vice-Chairman ruled that a motion for adjournment would not be in order while members were willing to continuz business. The motion made by the Ist Member for Frederiksted Country Distriet [An- dersen| that Ist Discussion be closed was put to the vote. 8 members voted for; none against. Ist Discussion closed. ° Ist Member for Frederiksted Country District [Andersen] moved that second discussion ¢ome on today. 2nd Appointed Member [Noll] second- ed the member’s motion. Government having given its consent t1 motion was put to the vote. 7 members voted for; nond against. - The Viece Chairman remarked: The motion is lost. Theie being no further business before the House the Vice-Chairmin declared the meeting closed at 6 o’clock . m. ILOCAL Movie admirers here and in Frederik- sted are reminded of the fine shows to come off this evening as advertisedin this issue, "Capta‘n of his Scul’’ at the West Eud Movies and ** T'he Seeret Four’’ at the Christiansted Theatre. The Native Brass Band rended a fine programme last night and concluded with a tramp through Gallow’s Bay and back to the west end of the town. The U. S. S. Grebe arrived here at noon yesterday, and sailed again in the evening for St. Themas. Among her passengers were Bandmaster Pzulus, J. Solomon and R. Davis who §have re- turned home on vacation.
