As far as I understand the situation I think the Municipal Commiitee has the right, ace rding to Par. 63 of the Colonial Law, to eiece the commissions, conseyuentiy that matter is settled. I want to remind you that thers are going to be only one more ordinary meeting of the Council and half of the members are to retire. I think as w 2 2re so close to election, the Municipal “ommittee should wait _untll after election to elect the commissngns. The law provides that these corrmissions should mzet but once a month. Ist Member for Christia sted Tountry District (Stakemann) remarked: Mr. Chairman. As the last Speaker bas proposed that the commissions be ap- pointed after clection, [ ask that all the sanitary laws b 2 postponed until ~fter election. . Ist. Member tor Christiansted Coun- try District (Stakemann) remarked: Mr. Chairman. If that is so then it would be unmecessary to appoint the commis- sions. Itis a question of assisting the poor people; the heads of the depart- ments do not know the poor people; I do not see that it is right, it is against my feeling of justice towards the poor peo- ple. There is a good deal of money tha% is being spent for useless things, that money could just as woil be spent in behalf of the poor peovlie. | The Chairman would like to know if Ist. Tt seems t> me tnat if the commissions are not to function according -to ‘rules laid down there should be new rules (The Speaker read from the By-Law a paragraph wherein’ the duaties of the Committees ‘and Commissions are defined) and con- tinuing said, Those are what we are supposed to do. If the connmissions are to be appointed as advisory boards, they should have legal pawer or none at all.
