Bill No. 18, draft of an ordinance, introduced by 4th Aroointed Member (Blackwood), amer./!ing Title 11, Chapter 31 of an Ordinance praviding a compiledjCode of general and special Laws for St. Croix, etc. The Bill reads as follows: Colonial Council Bill No. 18. Third Council, First Session, 1221-1922, DRAPFT OF AN NORDINANCE to amend Title 11, Chapters 29 and 31 of an “Ordinance providing a compiled Code of General and Sp.- cial Laws for St. Croix, etc.” ap- nroved July 9, 1920, Be it enacted by the Colonial Council for St. Crota, in session as- sembled.— That to Chapter 29, Title li, of the Code of Laws for St. Croix there be added the following sec- tion: Seetion 8. The provisions of this chapter shall not apply to any in- surance or assurance company whe- ther domestic or foreign. That to Chagter 31 —Title IIof the Code of Laws for St. Croix there be addea the following sec- tion: Section 15. The provisions of this chapter shall not apply to any in- surance Or assurance company, whether domestic or foreign. A. J. BLACKWOOD, 4th Appointed Member. Ath Appointed Member (Blackwood) took the word and said,— br. Chai man, Before introducing the bi 11 wishto make a few preliminary remarks. I believe it is a mistake to select me to introduce ihis bill, because 1 was very unfortunate lust year, every measure I proposed was turned down by certain members who vlanned to do so the day befere. It was found necessary to draft another bili as Chapter 29 was left out in the ori- ¢inal bill. 1 ask the privilege of the Chair to auote my vemarls from a paper which 1 have written up, as 1 consider this to be a verv important matter and want to Le eareful with my remarks on it. The Member then introduced the bill saying,— Mr. Chairmap. The motive that prompts the istroduction of this amendment to Title 11 of the Code of Iaws for St. Croix, as I understand it, is the objections raised by Messre. Henry Head & Co., Ltd, Brokers in London, who have been placing Hurri- eane Insurance here for some years, to Section 1, 2 and 3 of Chapter 29 of Title 11, which has caused them to decide upon withdrawing business from this island rather than to cperate under those conditions. While it may not be of much import- ance to the Insurance Companies whieh Messrs Henry Head & Co. Ltd. repre- cent. whether they withdraw their busi- ness from here or not, it is of grave im- portance to the property owners of this Municipality whether they can place in the future as they bave in the past, fire, life and hurricane insurance at reason- able rates. It seerns to me that it is now up to this Touncil and our iceal Government, to de- cide whether it is following the path ofj wisdom to enforce laws that tend to drive away business, or if it would not be serving the general interests of the Mu- nicipality better to amend our laws when necessary in such a manner as may tend to encourage such business to remaip here in the future. From the minutes of the Colonial Coun- ¢il meetirg held on Monday, April 26, 1920, in Capt. White’s speech introduc- ing the Code of Laws, the following re- marks have been furnished : ““The Government wishes to assure the Council, as represnting the people of S¢. Croix, that if it is found necessary and advisable to mrake changes from time to time as man’s work is imper- feet, the Government pledges itself to make such echanges frem time to time, after these ordinances have been given a fair trial, so long as such changes are not in conflict with Amevrican ideas, ~ and can meet with the approval of the Governor.”’ I have the honor to recommend these amendments to the favorable considera- : tion of the Couneil and Government.
