The Board appreciates the opportunity to provide a comprehensive overview of its financial status, contractual obligations, operational accomplishments, and strategic priorities. While the Board continues to operate within persistent fiscal constraints and structural limitations, Fiscal Year 2026 reflects meaningful and measurable progress toward a broader transformation of Career and Technical Education (CTE) in the Virgin Islands—one focused on coherent career pathways, industry-aligned curricula, and workforce readiness, rather than isolated programs.
