This work is scheduled to begin in one or two months. A Work Plan for the Tutu Environmental Investigation has been approved by the USEPA. A copy of the Work Plan is available for review at the U.S. Virgin Islands Department of Planning and Natural Resources (DPNR) offices at Nisky Center, St. Thomas. Your property .has been identified in the Work Plan as a location potentially subject to field work in order to carry out the above mentioned investigation. s. The Work Plan is being performed under an Administrative Order on Consent executed by the USEPA and the Tutu Environmental Investigation Committee (TEIC), which consists of a joint venture by Esso Standard Oil S. A., Limited and Texaco Caribbean, Inc. This work has been coordinated with representatives of the USEPA and the DPNR. As Designated Coordinator of the TEIC, I kindly request your approval for access to your property in order to undertake the field investigation that has been required by the USEPA. Access authorization is needed for the USEPA, DPNR, and TEIC, and their authorized representatives, contractors and oversight officials. TUT 006 1S51 *64908* 64908 • - The activities may involve the drilling of soil borings /"****••. and/or installation of monitoring wells. Figure 1 (attached) illustrates the location of the proposed boring(s) and monitoring well(s). The field work will be performed by Geraghty & Miller, Inc. and Soil Tech Corporation. Approximately 3 or 4 hours of field work will be required to complete each soil boring. Each monitoring well installation will require 2 to 4 days to complete. One to 3 months after well installation, a few hours of site access will be required to sample each monitoring well. All activities will be conducted at reasonable times and in a reasonable manner so as to ensure that the activities do not represent any environmental or health risk and do not unreasonably interfere with operations at your property. In addition, all contractors operating on the property will have insurance coverage and, upon request, shall provide you with evidence of that coverage. You will be indemnified and held harmless from any loss, cost, damage or injury resulting from the sampling or monitoring activities on your property. We would appreciate your assistance in granting access to your property in order to perform the activities required by the U.S.E.P.A.
