ACT NO. 6799 BILL NO. 26-0150 TWENTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2005 To authorize the Commissioner of the Department of Property and Procurement to ratify certain contracts ---0--- WHEREAS, pursuant to title 31 Virgin Islands Code, chapter 23, all contracts for goods and services which exceed $5,000 must be in writing and approved by the Commissioner of the Department of Property and Procurement; and WHEREAS, title 31 Virgin Islands Code, chapter 23, provides that no purchase may be made by any department or agency of the Government of the Virgin Islands except by written order approved by the Commissioner of the Department of Property and Procurement; and WHEREAS, title 31 Virgin Islands Code, chapter 23, also provides that any purchase or contract entered into in violation of this chapter is void; and WHEREAS, a purchase or contract that is null and void is without legal effect and is not subject to ratification by the Commissioner of Property and Procurement; and WHEREAS, certain suppliers and contractors have, in good faith, provided goods and service …
