August 7, 2019 AMENDMENT #1 – IFB043DOPT19 (C) Repair/Renovation to the Division of Personnel Offices Questions and Answers ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID PROPOSAL. #1. Completion time of work, page 1 states 90 calendar day yet on another page 1 of 6 General Information under "A" indicates that it should be 100% completed by September 15, 2019 also on the same page section B again references September 15, 2019. Please set forth time for completion of the work. Completion time of work will be complete within 90 calendar days from starting date of of the Notice to Proceed. #2. Project requires ceramic tiles: Please provide specs. Size, Color, type (i.e. gloss or mat) , grout type & color, Thin set. Ceramic tiles specs are as follows: Color - Sand, Size - 18x18 or 20x20, Type - Mat Finish, Grout Type - Finely Sanded, Grout Color - Sand, Thin Set - Regular. BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID PROPOSAL. #1. Contractor must provide samples prior to approval during the construction phase. #3. Contractor cannot set ceramic tile and allow loading daily; Thin set manufacture recommends 72 hours before walking over it. During construction, the tiled area will be vacant allowing the 72-hour cure time, and work will be completed in phases/zones. #4 . We suggest the following alternatives be explored by P&P and client. A Alternate bid with Vinyl tiles Vinyl tiles will not be used for the project; therefore, no alternate bid is needed. B. Scope of Work Phases/Zones Phase 1 Lobby Receptionist Area Computer Lab Group Health Conference Room 1 Two Office Space Phase II Conference Room 2 NOPA Phase Ill Open Office Space MIS Three Office Space Training and Development Unit Phase IV Director's Office Assistant Director Office Executive Assistant Office C. Alternate Bid item to expedite the tile setting providing the contractor with 50% of the tile area (i.e. 4,000sqft) for 10 continuous work days and once that tile is laid and set transfer to perform the remaining 4,000sqft with the same 10 continuous days to accomplish the balance of the tile work. The reason I suggest as an alternate is because we would have up to 4 crews setting tile and on a premium basis i.e. OT and Day/Night. #5. Please address conflict in Bid Schedule items 4-5-6 state "Remove/ Replace "ALL" existing day wall with 5/8 gypsum board "Then its state "200 sf' obviously that's not "ALL" Request bid schedule to "Delete" the word "ALL" since it's a patent ambiguity. During construction, the area will be vacant, and work will be complete in phases/zones. Note page 5 of 6 #3,4,5? and 7 Item #3 conflicts with item #4 & 7 Please see updated Note document page 5 of 6 attached. It is considered Black letter Law that when an owner elects to insert unit quantities they are responsible as to the accuracy of those units. Which parenthetically items #7 properly addresses i.e. by unit prices being deducted or added as the actual unit quantities are installed or deleted. Under item 3 further sets forth "the items noted will be used in establishing if the unit cost which are being submitted by the bidder are within, the current acceptable unit prices being used in the USVI". My point being we go to bid schedule item #4 P&P et al provided a bid sheet stating 200sf, which the bidder is not allowed to alter the quantity furnished, the bidder measured the area in the field and 400sf is required, is he/she to inflate the unit cost to cover the 400sf required"? NO, please refer to #5 on updated Note document. I think the intent is as set forth in 1&2 and that item #7 addresses any increase or decrease that are encountered in the field and that the unit price the contractor bids shall be used for such additions and deductions. Is that correct? YES In closing under attachment B General Nots item #2 the problem is the ceramic tile cannot be loaded or walked on for 72 hours. If you (public works) supplies bidder with the entire footprint (we received 1/2 the drawing) then a phasing schedule could be developed. Area will be vacant On page 1 of 6 general info 3rd paragraph states remove and replace vinyl tile but does not mention carpet? It also states "ceiling tiles" yet there is no line item in the bid sheet for ceiling tiles. There is also missing a line item for electric and data lines. On page 1 of 6 General Information 3rd paragraph should read as. In general, the scope of work will include, but not be limited to, the limited and selective demolition removal, disposal, and replacement of carpet, interior windows and doors, base board, interior painting, dry wall and ceiling tiles. Please refer to update bid schedule for ceiling tiles and electrical.
