AT 2 o'clock p. m. Thursday, February 7. 1924, the Colonial Councils of St. Thomas and St. John, and St. Croix met in joint extraordinary session in the Couneil Hall in Christiansted. In view of all the development which ! have ce~urred since the date of submis- | sion of the draft of ordinance in ques- tion, 1 have to withdraw the above men- ‘ tioned draft of an Insanity Law from | further consideratiun. . Sir: - Pursiiant to the adeption by the Muni- cipal Coymmittee of the Ceoelonial Council of St. Crouix at its meeting on Monday afternoon, Febhruary 4, 1924, of a Resolu- tion resalting from the letter of His Ex- cellency, Governor Hough, dated October 20, 1923, 1 have the honor to advise you that I have conveyed to the Chairman of tae Colonial Cohuncil of the Municipality of St. Thomas and St John, your invita- tion to sit in joiat extraordinary session with the Colonial Cymcil of St Croix at 2 P.. M., Thursday, Februiry 7. 1921, for the purpose of Jjointly considerin; the two id2ntical resolations: tha ane 1a this Municipality havin s becn previouszly un- ininously abprel by the Munieipal Committee of ihe Municipality of St, Thomas and st. John. The Chairman of the Colonial ChHuncil of the Manicipality of St. Thomas and St. Joho has siznified his aceeprance of this invitation and has notified all members of the Chlonial Council of tbis Municipality. The U.S. S. ""Greba” wi:l sail for _hristiansted at 7:45 A. M., Feb- ruary 7, 1924, for this purpose. [ cannot too strongly express my grati- tification at this early prospect of a joint meeting of the two Colonial Councils. 1 feel that this action will lay the founda- tion fora greater coordination and co- operation of effort between the two Municipalities which I consider so essen- tial the proper sanctioning of all branehes of the Governmzut and by vir- tue of which 1 an cortain much can be accomplishel towards the improvement of our geacral economice situation. " The purpose for which this extraordin- ary joint session is convened is in iiself epoch waking. The resolutions which will be presented for cousideration by the two Colouial Councils are t e con- crete evidence of the effort of the veople to lay out ¢ logical and comprehensive rrogram for the betterment of our eco- nomic situation and will constitute, in effect, a definite platform and foundation upon which to consiructively build. The presence of the Federal Commis- sion appointed by the Secretary of Labor at the instance of the President of the United States to investigate and report upon the economic situation of these islands, in St. Croix at the ume of this extraordinary joint session of the twn Councils, is nothing short of providential. The opportunity to show it that we have, ourselves, attempted to aralyse our con- dition and to devise a program for its improvement, cannot but impress it with the fact that we ourselves are eapable of constructive effort and that the Federal Commission will lend its weight and as.
