We appreciate the cooperation shown by the Virgin Islands Water and Power Authority (WAPA) personnel during our review. Prompted by a petition signed by over 700 W APA power consumers, we sought to find out how the Levelized Energy Adjustment Clause (LEAC) rate, a cost of oil recovery fee, is applied and how contracts and credit cards are used. …
