ACT NO. 6830 BILL NO. 26-0208 TWENTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2006 An Act authorizing the Commissioner of the Department of Property and Procurement to ratify and affirm the contracts for services rendered by The Pines Residential Treatment Center for Children —-0--- WHEREAS, pursuant to title 31 Virgin Islands Code, chapter 23, all contracts for goods and services which exceed five thousand dollars must be in writing and approved by the Commissioner of the Department of Property and Procurement ; and WHEREAS, title 31 Virgin Islands Code, chapter 23, provides that no purchase may be made by any department or agency of the Government of the Virgin Islands except by written order approved by the Commissioner of the Department of Property and Procurement; and WHEREAS, title 31 Virgin Islands Code, chapter 23, also provides that any purchase or contract entered into in violation of this chapter shall be null and void; and WHEREAS, a purchase or contract that is null and void is without legal effect and is not subject to ratification by the Commissioner; an …
