The prosecu- tion wiich the German Government pro- poses to Institute immediately in this manner, is compatible with article 228 of the Peace Treaty and is expressiy provided for at the end of Its frst par. - graph Faithiul to the letter and spirit of the lreaty, the Allies will abstain from intervention in any way in the pro- cedure for,prosecution and the verdict, in order to leave tothe German Govern- ment complete and entire responsibility. They, however. reserve to themselves the right to decide bv the results as to: the good faith us Germany, by the recog- nition by her of the cerimes she had com- mitted and her sincere desire to associate herself with their punishment, and they will see wtether the German Govern- ment, who have declared wemselves un- able to arrest the accuse® om the list, to del.ver tham lor trial 1o ‘the Allies, are actually determined to judge them, themselves. At the same time,’' the Allies, in pursuance of truth and justice have decided to entrust toa mixed in- ternational commission, the task of ecol- lecting, pablishing and communicating to Germany,details of t e ~harges against each of those whose guilt has been es- tablished by their investigations. Final- ly, the Allies wonld formally emphasize the procedure before jurisdiction such as proposed, can in no way, annul the pro- visions of Articles 228 and 230 of the Treaty, and the Powers leserve to them- selves the right to decide whether the proposed procedure by Germany, which, according to her, would assure to the ac- cused. all guarantees of justice, does not, in eftfect, bring about their escape from a just punishment of their crimes. In this event, the Allies would exercise their rights to their full extent, by sub- mitting the cases to their own tribunals. Panama, Feby. 16th.—Plans are pro- gressing for the reception to be accorded the Prince of Wales on his arrival at the Canal Zone en route to Australia.
