Notwithstanding the limitations on the use of the Fund established in 33 V.LC. 3066 (b), the sum of $609,317 is appropriated in the fiscal year ending September 30, 2013, from the Union Arbitration Award and Government Employees Increment Fund to the Division of Personnel for the operating expenses of the Office of Collective Bargaining.
