The report addresses only whether public funds were properly expended for security improvements that were begun in June 2007 at your private residence. We do not address security entitlement per se and recognize that security is a necessity for any sitting Governor. In the past, sitting Virgin Islands governors have had some level of security at their private residences - wherever located. …
