Office of the Commissioner October 11, 2023 PUBLIC NOTICE Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the public that the following St. Thomas Coastal Zone Management (CZM) Committee Meeting is scheduled for Tuesday, October 17, 2023, at 4:00 pm. This meeting will be held via the video conferencing platform Microsoft Teams. The agenda is as follows: Decision Meetings (public testimony will not be heard) Federal Consistency Determination No. CZT-01-23(FC). Virgin Islands Department of Education (VIDE) requests permission to use FEMA Funds to renovate and modernize the Bertha C. Boschulte School (BCB). The project scope includes items necessary to transition BCB into a PreK-8th grade campus. These items include the renovation/modernization of existing classrooms, new PreK-5th grade classrooms, administrative offices, library, cafeteria, kitchen, bathrooms, stairways, balconies, a theater, hallways and all fixtures, equipment and contents. The applicant, BBK Development LLC, proposes to develop a small fourteen (14) unit “Eco Resort” that includes eight (8) studio units; two (2) one-bedroom units; four (4) two-bedroom units; a swimming pool; an open-air restaurant and bar and thirty (30) parking spaces. The development will repurpose some existing slabs for parking, incorporate solar energy and install a wastewater treatment system. The project site is located at Plot No. 19, Water Island, United States Virgin Islands. Major Coastal Zone Management (CZM) Permit No. CZT-06-21(L&W). The applicant, Jack Rock B-A C LLC, proposes to construct a development that will include a restaurant and marine services building, an event lawn, a dry stack boat storage, fueling facilities, back of house yard, a WWTP, and a generator. The development’s marina will include seventeen (17) slips, with a total of 2,128 linear feet alongside dockage and a managed mooring field. The managed mooring field will include sixty-eight (68) buoys in Muller Bay, with pumpout facilities and amenities available. The project site is located on is Parcel 3 (Consolidated 9B- A) Estate Nazareth, St. Thomas, United States Virgin Islands.
