T is hereby brought to public notice that the Governor of the Virgin Is- lands of the United States was today fficially advised by radio that an Act ~ »f Congress signed by the President 12 July, 1921, and effective 1 July, 'a2l, contained the two following pro- -08: “Provided that no person owing allegi- ance to any country other than the United State of America shall be eligi- ble to hold office as a member of the Colonial Councils of the Virgin Islands of the United States ror to hold any public office under the Government of said islands: Provided further that the income tax laws now in force in the United States of America and those which may here- after be enacted shall be like xise 1n force in the Virgin Islands of the United States except that the proceeds of such taxes shall be paid into the 7 treasuries of said ‘slands.”’ Government of the Virgin Islands of the United States, St. Thomas, 15 July, 1921. : ; C. The Chairman remarked: 2nd Dis- cussion will come on at the next meet- ing. Item 2 Coionial Couneil Bill No. 7. Discussion on Colonial Council Bill No. -7. Resolution introduced by Ist Appointed Member (Henderson) that the travelling expenses for the Members of the Colonial Courcil be the same as paid the Members of the Municipal Committee, The bill-reads as follows: Colonial Council Bill Na. 7. Third Council, Flirst Session, 1921—-1922. RESOLUTION. Be it resolved by the Colonial Council for St. Croix in session assembled: 1. That the travelling expenses for the Members of the Colonial vouncil be the same as paid to the Members of the Municipal Commit- tee. KENNETH HENDERSON, Ist Appointed Member. Fredariksted, S3. Ist Member for Frederiksted Country District (Andersen) remarked: Mr. Chairman. May I ask if this is not g “matter that should go before the Munici- pal Committee before it is introduced in the Council? The Chairman: It doesn’t concern any economical affairs of the island: if &nembers agree it can be forwarded to- ay. The Chairman put to the vote whether this matter should be forwarded to-day. 9 Members voted for; 2 againsr. Ist Appointed Member (Henderson) remarked: Mr. Chairman and Honora- ble Members. You have heard what the Chairman has said with regard to this matter. 2nd Member for Christianste: Town (Canegata) remarked: Mr. Chairman. You have not got a three-quarter vote to proceed with discussion on this mat- ter. The Chairman. Only one Member vot- ed against. 2nd Member for Christiansted Town (Canegata) 1 have never seen such a procedure before. The public and the press are going to make an® awful mess of the discussion we are having on this reso- lution today, it seems to mo too small a matter to split hairs over. 2nd Appointed Member (Noll)e would like to ask Ist Member for Christiansted Town (Abramson) if he. was in the House when the vote was taken? Ist Member for Christiansted Town (Abramsom) in reply to che last Speak- er said,—Certainly not, you know I was in -the Lobby gettinga drink of water when the vote was taken. There being no further business be- fore the House the Chairman declared the meeting closed at 2.55 p. m. v L R s & o& S ‘ EXECUTION O EVELYN DAWSON AND HILTON DAWSON. At 7.15 a. m. on Tuesday the 12th. July 1921, the Provost Marshall accom- panied by the® Clerk, Mr. J. E. T. Rob- erts, and the Hon’ble W. Campbell Roy arrived at the Prison to carry into exe- cution the sentence of Death on the bodies of Evelyn Dawson (aged 30) and Hilton Dawson (aged 22). A few gentle- men who had previously obtained special permission from the Provost Marshall to be present, were also admitted. At 8 a. m., in accordance with the provisions of the law, the men paid the penalty for the foul murder of their brother Charles Dawson. The men were brought up as Seventh
