I also support bill number 35-003 that I have just signed on as a co-sponsor because I believe this bill sends the message that this body is serious about food security in this territory. This bill seeks finances of finance agriculture sustainability. From this measure our territory has the ability ability to establish an investable food system. I believe in sustaining ourselves because if we continue to import we don't know when that day will come. that these trailers may not be able to come in today tomorrow for weeks. So I think this measure is very important for the future of the generations to come with the farmers. This is an exciting day so thank you Mr. President. Thank you very much Senator Capehart. You know bill number 35- I rise in support of both bills as well bill number 35-0002. What's before us are the rules of the 35th legislature and have been discussed thoroughly. It is often said that the majority rule so when the vote comes I expect that the wishes of the majority will be in place. With regards to bill number 35-0003 the Virgin Islands Agricultural Plan. I had an opportunity last term to vet that bill as it came to the committee on economic development and agriculture. You know and as I look at this I'm saying that we gotta focus on crop and livestock production here in the territory in order to ensure food security. So that we can also address the food prices that we're seeing and not shift it to cannabis. This plan should again focus on food as we can see when we walk into the supermarkets the price on eggs, the price on lettuce and whatnot. Just as an example these are two things that we can grow here. So again I'm looking forward to supporting this Virgin Islands Agricultural Plan finally and again focusing on crop and livestock production here for food security. Thank you so much. A pleasant good day to everyone. I too rise in support of bill number 35-0002 which is a resolution adopting the rules of the 35th legislature of the Virgin Islands as well as bill number 35-0003 which provides funding to implement a much needed plan. The agriculture plan it puts some money you have to usually put your money where your mouth is. So that is what we really is key with this agriculture plan. I want to say something really critical about the agriculture plan that is needed. Especially in the St. Thomas St. John district because my staff and I had a really great opportunity to visit the agriculture site in Bordeaux here in St. Thomas. They need two critical things and I'm hoping with that with this agriculture plan it will be implemented with a level of fidelity and that is water as well as access to the sites the land to actually cultivate to have livestock grazing. It is very difficult to travel. It is very difficult to traverse that area. It is very difficult to traverse that area. The roads are despicable and deplorable. That is one other thing. But I want to also and I'm not the chairman of this committee but the chairman is here. 0:07:05 At the Charlotte Amali High School there is no longer an instructor for agriculture. And that is very disheartening especially when we are making ways to have an agriculture curriculum in place at the University of the Virgin Islands. How are we feeding into that? So those are some of the things that we are going to be here discussing in this body to address those with the Department of Agriculture as well as the Department of Education. We must have that succession and our young people need to be trained and prepared to take over as soon as possible. Not later. Soon as possible. Given, I'll just wrap up Mr. President, given that there is now a school of agriculture at the University of the Virgin Islands. So we will be on top of it I am sure. It was well attended, I must say. Every year it's getting bigger and better. They're having more options, et cetera. And it's important with this plan in terms of the funding and resources that are going to be available as a result of the plan. Three seconds. And I think that it is critical that we support our farmers. That's why I know my team and I, last term, we actually donated a big tank, water tank, for the farmers in border. Because I do understand water is critical. And as my colleague stated, the roads also is deplorable, definitely. And we're going to do what we have to do in order of assisting our farmers. And first of all, to really commend the farmers. Those individuals that brave the sun every single day and go out and toil the soil and plant and make sure that we have some food here locally. I also want to say that I want to commend the Bill sponsors for moving this particular piece of legislation forward. It's a quality of life measure. It makes good, sensible legislation to address this as we talk about, you know, quality of food, food security, food sustainability. You know, I think it's important that we continue to push the issue. I'll tell you that over the last recent set of legislative body, we have really stepped up to the plate and address and supported our agriculture programs. And I'm hoping that the public are really aware of that. We have one of the largest events in the Virgin Islands or in the Caribbean coming up next month in our Ag Fair. And we are looking forward to showcase again our agriculture and our farmers and all the arts and crafts that occurs during that Ag Fair timing. It makes good sense again, because we're importing all of these foods, 95, 98% of our food are imported, which means that they're laid in by pesticide and herbicide and all kinds of things to really make them usable. You know, we don't know what we eat and these things have to be treated in order to survive two and three weeks. 0:11:51 You see them, the spoiler day after they arrive in your refrigerator, our onions, our peppers, they start to darken it. It's crazy. We don't know what we're eating, you know, so it makes good sense again for us to do that. But what's amazing to me is that we have all of this land space available to us and none of us are engaged in a high quality of poultry and egg farming. A dozen of eggs today is $16. Unheard of. So we got our work cut out for us here. I truly believe that we're in a step in the right direction. And again, I also want to commend Dr. Hall. Time. I mean, he really jumped on this legislation and really led from the front and moving this legislation forward. So I want to commend him and certainly the team, the task force that was put together to address this. For the last two weeks we had rules in this institution. One of those rules allowed for the forming of the minority caucus. We followed those rules to a T. We followed those rules to a T, and we submitted them to who we needed to submit them to, which was the President's Office. Forming the minority. When you guys attempted or just changed the rules again, you basically erased the minority caucus, which was already in existence. So I'm a little bit concerned that in the spirit of cooperation that we have extended several hourly branches to this institution and its members, that y'all saw fit as an 11 member body to not allow the four of us to caucus like we did last term as four individuals. So I want the public to know that this is how this institution will be starting off in a very divisive and combative manner. So thank you very much for your time.
